ACCEPTANCE OF THE TRISO-X, LLC LICENSE APPLICATION FOR A FUEL FABRICATION FACILITY (ENTERPRISE PROJECT IDENTIFICATION NUMBER L-2022-NEW-0005 AND L-2022-LNE-0002)
Dear Jennifer Wheeler:
The U.S. Nuclear Regulatory Commission (NRC) staff have received your safety analysis report dated April 5, 2022 (Agencywide Documents Access and Management System (ADAMS)
Accession No. ML22101A200) and supplemented by letters dated October 13, 2022 (ML22286A144), and November 4, 2022 (ML22308A251). The NRC staff has also received your environmental report dated September 23, 2022 (ML22266A269). These submittals provide your application for a construction and operating license for a fuel fabrication facility located in Oak Ridge, Tennessee.
We have completed our acceptance review of your submittals and determined that the application provides sufficient information to proceed with a detailed technical review. We have established a 30-months review schedule to be completed by June 2025. The schedule includes time for the NRC staff to issue requests for additional information (RAI) in a phased approach from May 2023 through September 2023. The schedule also presumes that TRISO-X will provide sufficient responses to resolve the RAIs within 30-60 days from issuance and that a second round of RAIs will not be needed.
Your letter dated November 16, 2022 (ML22320A563), states TRISO-X will provide additional information on Electrical and Digital Instrumentation and Control (Electrical/I&C) between mid-2023 and mid-2024. Please note, the staffs 30-month review schedule is based on receiving the Electrical/I&C information by August 2023. Submittal of the Electrical/I&C information beyond August 2023 may extend the NRC staff review time beyond June 2025.
The NRC staff estimates that completing the review of your submittal will require approximately 8500 staff hours for the license application review, including safety and security, and 4500 staff hours and $1.1 Million contract costs for the environmental review which corresponds to about
$4,870,000.00 ($290.00/hr). We will promptly communicate significant schedule and cost changes, if any.
