REQUEST FOR ADDITIONAL INFORMATION (SET 1) FOR THE TRISO-X, LLC LICENSE APPLICATION FOR A FUEL FABRICATION FACILITY (ENTERPRISE PROJECT IDENTIFICATION NUMBER L-2022-NEW-0005)

Dear Jennifer Wheeler:

The U. S. Nuclear Regulatory Commission (NRC) staff has developed the first set of requests for additional information (RAIs) to support the review of the TRISO-X, LLC safety and safeguards license application. Your application for a new fuel fabrication facility located in Oak Ridge, TN was submitted via letter dated April 5, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession Number ML22101A200) and supplemented by letters dated October 13, 2022 (ML22286A144) and November 4, 2022 (ML22308A251).

Our review of your license application has identified the need for several high-level RAIs on the human factors, management measures, and structural portions of the review. This first set of RAIs seeks early resolution of programmatic issues (e.g., program description, clarification, basis) for the noted technical disciplines. Additional sets of RAIs to resolve further technical issues will be issued separately, as needed. The additional information requested in the public enclosure to this letter should be provided within 60 days from the date of this letter.

We continue to anticipate completing our review by June 2025, as previously stated in our acceptance review dated November 18, 2023 (ADAMS ML22320A110). This date could change depending on resolution of the RAIs, findings of our technical review, or other factors. We will promptly communicate any significant changes to this schedule.

In accordance with Title 10 of the Code of Federal Regulations, Section 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room (PDR) or from the Publicly Available Records component of the NRCs ADAMS. The PDR is open by appointment only. You may submit your request to the PDR via e-mail at PDR.Resource@nrc.gov or call 1-800-397-4209 between 8:00 a.m. and 4:00 p.m. (EST), Monday through Friday, except Federal holidays.
