Dear Jennifer Wheeler:

On September 23, 2022, TRISO-X, LLC (TRISO-X) submitted a license application for a new Fuel Fabrication Facility (FFF) located in Oak Ridge, Tennessee. The revised application documents were submitted as follows: License Application Chapters 1-13 on February 10, 2026, (Agencywide Documents Access and Management System [ADAMS] Accession No. ML26040A336), Integrated Safety Analysis (ISA) Summary on February 6, 2026.

(ML26037A266), the Fundamental Nuclear Material Control Plan on November 20, 2025 (ML25324A322); the Site Emergency Plan on November 20, 2025 (ML25324A322); the Decommissioning Funding Plan on December 30, 2024 (ML24365A255); Physical Security Plan on January 31, 2025. (Safeguards Information); the Environmental Report (ER) on January 31, 2025 (ML25031A449), March 28, 2025 (ML25090A027), May 23, 2025 (ML25143A216), June 11, 2025 (ML25162A265), January 28, 2026, (ML26029A128). This letter is to inform you that we have completed our review of this application, including the documents listed above.

Enclosed are copies of the public and non-public versions of the Safety Evaluation Report (SER) prepared to support issuance of a license for the proposed FFF.

The publicly available portion of the SER will be available in ADAMS within 30 days of the date of this letter.

In accordance with 10 CFR 2.390, Public inspections, exemptions, requests for withholding, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room (PDR) or from the Publicly Available Records component of the NRCs ADAMS.
