REQUEST FOR ADDITIONAL INFORMATION AS SET 16 FOR MANAGEMENT MEASURES PORTION OF THE LICENSE APPLICATION FOR THE TRISO-X, LLC FUEL FABRICATION FACILITY (ENTERPRISE PROJECT IDENTIFICATION NUMBER L-2022-NEW-0005)

Dear Jennifer Wheeler:

The U.S. Nuclear Regulatory Commission (NRC) staff has developed requests for additional information (RAIs) as set 16 to support the review of the TRISO-X, LLC safety and safeguards license application. Your application for a new fuel fabrication facility located in Oak Ridge, Tennessee was submitted via letter dated April 5, 2022 (Agencywide Documents Access and Management System [ADAMS] Accession No. ML22101A200) and supplemented by letters dated October 13, 2022 (ML22286A144) and November 4, 2022 (ML22308A251) and revised license application submitted by letters dated December 30, 2024 (ML24365A254) and January 31, 2025 (ML25031A449).

Our review of your license application has identified the need for additional RAIs to support the review. The additional information requested in the non-public enclosure to this letter should be provided by August 29, 2025. Note: The draft RAIs were emailed to you on July 8, 2025, to confirm mutual understanding of the issues and comments received during the clarification calls held on July 16, 2025, July 24, 2025, and July 29, 2025, have been incorporated.

Please let us know if you have an interest in holding a call to discuss the draft responses prior to formal submittal, consistent with the NRC staff RAI process described in LIC-FM-3, section 2.10.1(b) (ML22208A272). Extending the formal responses beyond the September 1 due date, the need for supplements, or a second round of RAIs may result in an extension of the proposed review schedule beyond May 2026 (ML23305A193).

The Enclosure transmitted herewith contains Security Related Information. When separated from the Enclosure, this document is decontrolled.
