Discuss response to Structural RAI 3-3 Regarding HISTORM FW, Amendment 6 (Docket No. 72-1032), dated March 24, 2021.

Dear Ms. Garcia Santos:

By letters dated September 24, 2020 [1] and November 6, 2020 [2], the NRC staff sent staggered Requests for Additional Information (RAIs) needed to complete their detailed technical review of Amendment 6 of the HI-STORM FW Certificate of Compliance (CoC) 72-1032. Holtec provided responses to the RAIs by letter dated December 21, 2020 [2]. Subsequent to submittal of these responses, Holtec and the NRC staff participated in two telephone conference calls on March 8, 2021 [4] and March 24, 2021 [5], during which it was determined that clarification was warranted for Holtecs responses to Thermal RAIs 4-1 & 4-2, Materials RAI 4-1, and Structural RAIs 3-1, 3-2, & 3-3. Holtec is pleased to submit its supplemented responses to the aforementioned RAIs in of this letter.

contains supplemental RAI-related changes to the HI-STORM FW FSAR. Note that all previous changes associated with Amendment 6 remain tracked in Attachment 2, while changes specifically resulting from the supplemented responses are highlighted for clarity. Attachment 3 contains Revision 1 of proprietary Holtec Licensing Drawing 11695 for the HI-STORM FW Version E Anchored Overpack. Attachment 4 contains Revision 3 of proprietary Holtec Report HI-2200647 which documents the numerical analyses for the accidental vertical drop of the loaded HI-STORM FW Version E spent fuel storage cask and loaded HI-TRAC VW spent fuel transfer cask, as well as the HI-STORM FW Version E anchored cask under the combined loading of the Design Basis Tornado and Design Basis Missile impact.

As Attachments 3 & 4 are considered proprietary, an affidavit requesting that this information be withheld from public disclosure in accordance with 10CFR2.390 is contained in Attachment 5.
