SUBJECT:
SUMMARY
OF MEETING WITH CAROLINA POWER & LIGHT COMPANY REGARDING THE TRANSITION TO AREVA FUEL AT BRUNSWICK STEAM ELECTRIC PLANT, UNITS 1 AND 2 (TAC NOS. MD4063 AND 4064)
On May 23, 2007, the U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with representatives of Carolina Power & Light Company (CP&L, the licensee) and representatives of AREVA. The meeting was held at the offices of EXCEL Services Corporation in Rockville, Maryland. The purpose of the meeting was to discuss the licensees application, submitted January 22, 2007, to change the reload fuel vendor for the Brunswick Steam Electric Plant, Unit Nos. 1 and 2 (Brunswick) from GNF-A to AREVA. Enclosed is a list of attendees. The licensee presented viewgraphs (see the Agencywide Documents Access and Management System (ADAMS) accession number ML071990376).
To support the fuel transition, the licensees January 22, 2007, submittal proposed to add a new definition to the Brunswick Technical Specifications (TSs) and to add the AREVA topical reports to the TS list of methodologies that are approved for use in developing the core operating limits report. The licensee stated that these TS changes were required to use AREVA methodologies for core reload analyses.
In April, the NRC staff informed CP&L that, even though the AREVA topical reports have been approved, the NRC staff still reviews the application of the methodologies to the plant that is undergoing a fuel transition. In a conference call on April 25, 2007, the NRC staff and CP&L discussed the information that needed to be provided to support the NRC staffs review. The subject meeting is a follow-up to the conference call.
During the meeting, the NRC staff and CP&L discussed the types of documents that would be submitted, the types of information the NRC staff would audit either at Brunswick or at AREVAs offices in Richland, Washington, and the overall review schedule. The licensees planned submittals are described in the presentation viewgraphs.
The licensee and the NRC staff agreed that the licensees planned submittals and the NRC staffs audit schedule will allow the NRC staff to complete its review before Brunswick is scheduled to start up with AREVA fuel.
