SUMMARY

OF MAY 31, 2012, PREAPPLICATION MEETING WITH CAROLINA POWER & LIGHT COMPANY ON TRANSITION TO NATIONAL FIRE PROTECTION ASSOCIATION STANDARD (NFPA) 805 REQUIREMENTS FOR BRUNSWICK STEAM ELECTRIC PLANT, UNIT NOS. 1 AND 2 On May 31, 2012, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and Progress Energy, representing Carolina Power & Light Company (the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the licensee's planned submittal of a license amendment request to transition to the requirements of the National Fire Protection Association Standard 805 (NFPA 805) pursuant to Section 50.48(c) of Title 10 of Code of Federal Regulations (10 CFR) for Brunswick Steam Electric Plant, Unit Nos. 1 and 2 (Brunswick). The meeting notice and agenda dated May 10, 2012, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML12128A346. The licensee's meeting slide presentation is available at ADAMS Accession No. ML12152A145. A list of attendees is enclosed.

The meeting was a follow-up to a public meeting held on April 12, 2011, between the NRC and Progress Energy regarding transition to the requirements of the NFPA 805 (meeting summary is available at ADAMS Accession No. ML11116A020). Progress Energy's NFPA 805 Project Manager began the licensee's presentation by providing the NFPA 805 Project Milestones (page 6 of slides) for the fleet and Brunswick Project Status (page 7 of slides). The licensee indicated that it is on track for the September 30, 2012, submittal of a license amendment request (LAR) to support the transition to NFPA 805 for Brunswick. The NRC staff commented that currently NRC's reviews of the NFPA 805 amendment requests are planned to be completed in 2 years.

Progress Energy presented an overview of the planned Brunswick LAR that included discussions of classical fire protection, NFPA 805 monitoring, nuclear capability safety assessment, planned modifications at Brunswick, treatment of generic request for additional information, and the LAR document (pages 8 through 15 of slides). During the meeting, Progress Energy staff present at the meeting discussed the presentation slides and responded to the NRC staff questions. The NRC staff pointed out that the LAR submittal should address the impact of fire in one unit to the other unit and also address Brunswick's plant specific defense in depth and safety margin evaluation. Additional information was provided by the licensee's personnel that participated by phone, as needed.

-2 Progress Energy presented the slides for Brunswick fire probabilistic risk assessment (PRA) overview, important areas and scenarios, and fire PRA peer review. The NRC staff pointed out that the Brunswick LAR needs to address motor control center severity fraction (page 17 of slides) for Brunswick. At the conclusion of the meeting, the NRC staff and the licensee agreed to have additional discussions, prior to the LAR submittal, regarding incipient detection in main control boards, cable spread room, and solid bottom cable tray treatments (page 19 of slides).

A follow up public conference call is scheduled to be held on Tuesday, June 26, 2012 (ADAMS Accession No. ML12160A573).
