SAFETY EVALUATION REPORT FOR USI A-46 PROGRAM IMPLEMENTATION AT THREE MILE ISLAND UNIT 1 (TAC NO. M69486)

Dear Mr. Langenbach:

Enclosed is the staffs safety evaluation (SE) of GPU Nuclear, Inc.'s, (licensee) USl A-46 Implementation program at Three Mile Island Unit 1 (TMl-1), including the staffs site audit report.

The staff concludes that the licensee's USl A-46 implementation program has, in general, met the purpose and intent of the criteria in the Generic implementation Procedure, Revision 2, and the staffs Supplemental Safety Evaluation Report No. 2 for the Resolution of USl A-46. The staff i has determined that the licensee's already completed actions and commitments to complete the modification of remaining outliers and the resolution of the staffs audit findings, will result in

_ safety enhancements, in certain aspects, that are beyond the original licensing Sasis. As a result, the licensee's actions provide sufficient basis to close the USl A-46 Review at TMI-1. The staff also concludes that its findings regarding the licensee's implementation of USl A-46 do not warrant any further regulatory action under the provisions of 10 CFR 50.54(f). Licensee activities related to the A-46 implementation may be subject to future NRC inspection.
