i APPENDIX A NOTICE OF VIOLATION Houston Lighting and Power Dockets: 50-498 i South Texas Project, Units 1 & 2 50-499 Permits: CPPR-128 CPPR-129 i

During an NRC inspection conducted May 11 through July 3, 1987, one violation i of NRC requirements was identified. The violation involved a failure to follow procedures. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1987), the violation is listed below:

Failure to Follow Procedure for Adjusting Spring Hangers Criterion V of Appendix 8 to 10 CFR 50 requires that activities affecting quality be prescribed by and accomplished in accordance with appropriate  ;

instructions, procedures, or drawings. This requirement is amplified by the  !

approved Quality Assurance Program Description (QAPD) of South Texas Project (STP). .

1 Standard Site Procedure (SSP) 9, Revision 4, paragraph 5.6.6.5, requires that the actual cold load position of spring hangers be maintained after  !

balancing a piping system in accordance with the arocedure as outlined in Appendix 2 of Specification SL340JS1002 and Attac1 ment SSP 9-42.

Pursuant to the provisions of 10 CFR 2.201, Houston Lighting & Power Company is  ;

hereby required to submit to this office within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each violation: (1) the reason for the violation if admitted, (2) the corrective steps which have been taken and the results achieved, (3)'the corrective steps which will be taken to avoid further violations, and (4) the date.when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
