! NOTICE OF VIOLATION Houston Lighting & Power Company (HL&P) Dockets: l50-498 50-499

SouthTexasProject(STP) Operating Licenses: NPF-76l NPF-80 o During an NRC inspection conducted on June 4-8, 1990, a violation of NRC l requirements was identified. The violation involved the failure to control i

vehicles on site. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10_CFR Part 2, Appendix C (1990)

(Enforcement Policy), the violation is listed below:

Condition 2 of the facility operating license requires that Houston +

Lighting & Power Company fully implement and maintain in effect all provisions of the Physical Security, Guard Training and Qualifications, and Safeguards Contingency Plans previously approved by the Commission and all amendments and revisions to such plans made pursuant to the authority a granted under 10 CFR 50.90 and 10 CFR 50.54(p).

Paragraph 5.3.2.2 of the Physical Security Plan (PSP) requires that licensee designated vehicles (LDVs) will not be left outside the protected area (PA) overnight. Paragraph 5.3.2.3 of the PSP requires that all l- vehicles left unattended within the protected area will be secured by removing the keys from the ignition. This latter paragraph also requires that all nondesignated vehicles shall be escorted within the PA.

Contrary to the above:

l. 1. During the inspection, NRC inspectors identified that some LDVs had been left outside of the PA overnight, t
2. During the first quarter of calendar year 1990, the licensee identified that two LDVs were left in the PA with keys in the ignition. (This is a repeat violation.)
3. During the first quarter of calendar year 1990, the licensee identified that four non-LDVs were not escorted within the PA.

This is a Severity Level IV violation. (Supplement III) (498/9022-01; 499/9022-01)
