NOTICE OF VIOLATION Houston Lighting & Power Company Docket:

't South Texas Project (STP), Unit 2 Operating License:

NPF-80 During an NRC inspection conducted on March 1-31, 1989, a violation of NRC requirements was identified.

The violation involved failure to follow procedures for wearing badges.

In accordance with the " General Statement of

. Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1989), the violation is listed below:

10 CFR Part 50, Appendix B, Criterion V, requires that activities affecting quality shall be prescribed by documented instructions, procedures, or drawings of a type appropriate to the circumstances' and shall be accomplished in accordance with these instructions, procedures, or drawings.

STP Station Procedure OPGP03-ZS-0001, Revision 5, " Personnel Access Control," Addendum 2, requires, in part, that visitors display their visitor badge on the front of their body between the shoulder and the waist.

Contrary to the above, on March 6, 1989, during a tour of the STP, Unit 2, Fuel Handling Building (FHB), a visitor was found without his badge attached to the front of his body between the shoulder and waist.

His badge was attached to a jacket which was laying on the floor on a different elevation of the FHB.

This is a Severity Level IV violation.

Pursuant to the provisions of 10 CFR 2.201, Houston Lighting & Power Company is hereby required to submit to this office within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each violation:

(1) the reason for the violation (s) if admitted, (2) the corrective steps which have been taken and the results achieved, (3) the corrective steps which will be taken to avoid further violations, and (4) the date when full compliance will be achieved.

Where good caused is shown, consideration will be given to extending the response time.
