DOCUMENT CONTAINS SAFEGUARDS INFORMATION ENCLOSURE 1 NOTICE OF VIOLATION Houston Lighting & Power Company Decket Nos.: 50-498 South Texas Project Electric Generating Station 50-499 License Nos.: NPF 76 NPF 80 During an NRC inspection conducted on November 3 7,1997, one violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG 1600, the violation is listed below:

License Condition 2.F of the South Texas Project Unit 1, Operating License NPF 76, and Unit 2, Operating License NPF 80, dated March 22,1988, requires that the licensee fully implement and maintain in effect the Commission-approved Physical Security Plan, including amendments and change:; made pursuant to the authority of 10 CFR 50.54(p).

Paragraph 5.3.1 of the licensee's Physical Security Plan sis'.es, in part, that detectio.: of intrusion at the proter ted area barrier is provided by a perimeter intrusion detection system. Each perimeter intrusion detection system is capable of detecting 95 out of 100 intrusions.

Paragraph 9.4.1 of the licensee's Physical Security Plan states, in part, that where feasible, probability testing shall be conducted by running (fof microwaves only), walking, crawling, rolling, or jumping.

Contrary to the above, on November 4,1997, the inspectors determired during crawl testing that one of the zone perimeter intrusion detection systems was not capable of detecting 95 out of 100 intrusions. Specifically, one of the zones would not detect an individual crawling under the detection beam.

This is a Severity Level IV violation (Supplement lil) (50-498/9725-02; -499/9725-02).

The NRC has concluded that information regarding the reason for the violation, the corrective actions taken and planned to correct the violation and prevent recurrence is already adequately addressed on the docket in NRC inspection Report 50-498/97 25; 50-490/97 25.
