ERCLOuuRE 1 NOTICE OF VIOLATION STP Nucleer Operating Company Docket Nos.: 50-498;50-499 South Texas Project Electric Generating Station License Nos.: NPF-76; NPF-80 Dunng an NRC inspection conducted on October 20 through December 5,1997, one violation of NRC requirements was identmed. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG 1600, the violation is listed below:

10 CFR 50.54(1-1) requires, in part, that each, " licensee have in effect a requalification program which must, as a minimum, meet the requirements of 55.59(c)."

10 CFR 55.59(c)(4) requires, in part, that the requalification program for licensees (licensed operators) include a comprehensive requalification written examint; tion and annual operating tes Contrary to the above, from October 31,1994, until August 12,1997, the licensee had implemented an exemption from the biennial written and annual operating te'L " quired of licensed operators for two licensed individuals assigned to the examination development team over the period, because of a revision to Administrative Procedure OPGP03-ZT-0132, " Licensed Operator Requalification."

This is a Severity Level IV violation (Supplement I) (50-498;-499/97-301).

The NRC has concluded that information regarding the reason for the violation, the corrective actions taken and planned to correct the vioiation and prevent recurrence and the date when full comphance will be achieved is adequately addressed on the docket in NRC Inspection Report 50-498,-499/97 301. However, you are required to submit a wntten statement or explanation pursuant to 10 CFR 2.201 if the description therein does not accurately reflect your corrective actions or your position. In that case, or if you choose to respond, clearly mark your response as a " Reply to a Notice of Violation," and send it to the U.S. Nuclear Regulatory Commission ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the Regional Administrator, Region IV,611 Ryan Plaza Drive, Suite 400, Arlington, Texas 76011, and a copy to the NRC Resident inspector at the facihty that is the subject of tnis Notice, within 30 days of the date of the letter transmitting this Notice of Violation (Notice).
