November 12, 1985 MEMORANDUM FOR:

Gfofge Knighton, Chief Licensing Branch No. 3 Division of Licensing FROM:

Robert G. LaGrange, Acting Chief Equipment Qualification Branch Division of Engineering

SUBJECT:

ENVIRONMENTAL QUALIFICATION OF CORE EXIT THERM 0 COUPLE JUNCTION B0XES AT DIABLO CANYON

Reference:

Memo from D. F. Kirsch, Acting Director, Division of Reactor Safety and Protection to H. L. Thompson, Director, Division of Licensing, " Request for Technical Assistance for Evaluation Environmental Qualification of Core Exit Thermocouple Junction Boxes at Diablo Canyon."

The referenced letter requested that the Office of Nuclear Reactor Regulation (NRR) perform a technical assessment of the environmental qualification of the Core Exit Thermocouple System (CETS) Junction Boxes. The letter expresses the specific concern about the duration of the pressure / temperature testing performed by WYLE. On July 17, 1985, the staff audited selected records of the Diablo Canyon equipment qualification files at the Westinghouse offices in Bethesda, Maryland, including the file for the CETS junction boxes. As indicated in the referenced letter, the staff's emphasis was on the adequacy of the documentation to demonstrate qualification of the junction boxes. As a result of its audit, the staff concluded that the qualification file for the CETS junction boxes provides reasonable assurance that the junction boxes are capable of functioning as required in the postulated pressure and temperature environment.
