CONTRACT NRC-03-81-130, FINAL WORK ASSIGtHENT NO. 26, EVALUATION OF SPENT FUEL RACKS STRUCTURAL ANALYSIS Your letter of October 16, 1985, pr5vided a proposed level of effort estimate for evaluation of the licensee submittal concerning spent fuel rack modifications for Diablo Canyon Units 1 and 2.

The level of effort and the schedule proposed in your letter has been reviewed and found acceptable. Since this evaluation was not authorized by October 18, the submission date for the RAI is changed to December 2, 1985.

You are authorized to begin work immediately on this evaluation. The NRC Approved Estimate for this assignment is increased to $292,914.

This estimate does not include award fee.

9 This letter will acknowledge receipt of your August 30, 1985 letter to Mr. John B. Martin that transmitted the scenario manual for the 1985 Diablo Canyon Power Plant Emergency Preparedness Exercise to be held October 30, 1985.

On September 11 Mr. K. Prendergast of my staf f contacted Mr. Brian Gif fin and discussed with him and other members of your staff some improvements to the scenario.

Mr. Giffin also clarified a number of issues from our review.-

A conference call was held on October 22, 1985, and at the conclusion of this call, it appeared that all of the NRC comments on the scenario had been adequately addressed by the licensee. It is our understanding that the minor changes suggested, along with any other changes made between now and the date of the exercise, will be provided to the NRC team members prior to the exercise. In addition, during a recent contact, FEMA Region IX indicated that they were satisfied with the scenario.

It is our conclusion that the scenario package with the minor agreed to changes is adequate to permit you to meet the exercise objectives contained in your July 26, 1985 submittal.
