DAILY HIGHLIGHT Plant Name Diablo Canyon Unit 2 Exemption A n-Ex emp t ion -h a s-been-g ra n ted-tod ay-fo r-Di a bl o-C a nyon-Uni ttre ga rding1 tie requirement in 10 CFR 50.46(a)(1) that a plant specific ECCS cooling performance analysis must be performed with an approved code which demonstrates that the peak cladding temperature (PCT) limit of 2200*F in 10 CFR 50.46(b) is not exceeded. The heat transfer characteristics of the Unit 2 steam generators are better and the reactor operates with a lower Tavg than was assumed in the original analysis, resulting in a PCT that exceeds the 2200*F limit by about 7 F.
The Exemption was granted to allow the licensee to perform the necessary PCT calculations with an approved code and based on actual pTant operation conditions, which are expected to be completed in late August, 1986. The Exemption is based on the heat flux hot channel factor, Fq, being reduced through administrative control, from the value of 2.32 in the Technical Specifications to 2.30 to assure that the calculated PCT does not exceed 'the 2200*F limit.

The operational characteristics of Unit 1 are consistent with the analysis and do not require an exemption.
