DIABLO CANYON UNITS 1 & 2, RERACKING OF SPENT FUEL POOLS, RADIOLOGICAL REVIEW AND REQUEST FOR ADDITIONAL INFORMATION (TACS 59756,59757)

The Plant Systems Branch (PSB-A) has conducted a radiological. review of the spent fuel pool rerackin Gas and Electric (PG&E) g for Diablo Canyon 1 and 2 as proposed in the Pacific submittals of September 19, 1985, October 30, 1985,

and the NRC/PG&E meeting of December 5,1985.

Attached is a request for additional information which is needed to complete the radiological review.

This review was conducted by RJ Serbu, PSB-A (492-7594).

-f PLANT SYSTEMS BRANCH, PWR-A, RADIOLOGICAL REVIEW REQUEST FOR ADDITIONAL INFORMATION DIABLO CANYON 1 & 2 SPENT FUEL P00L RERACK MODIFICATION 1.

Provide a quantitative comparison of pre-and post-modification radiological conditions which demonstrates the basis for concluding there are no significant changes in gamma radiation, pool water activity due to crud and fission products, and Kr-85 releases.

2.

Provide summary estimates of the projected changes in environmental doses and occupational doses (for all dose categories) resulting from the spent fuel pool modifications per year and over plant life.

3.

Verify that radiation zoning as described in the FSAR will not be changed (or describe such changes).

4.

Describe estimated changes in spent fuel pool filter dose rates, if any.

5.

Provide an estimate of the expected increase in radwaste volume based on past plant experience or experience at similar sites.

6.

Verify that no changes to the ventilation system and pool water clean-up system are required for radiological reasons related to the rerack modification (i.e. the FSAR descriptions remain valid).

7.

Verify that spent fuel from other facilities will not be received, stored or shipped at.the Diablo Canyon spent fuel facility.

8.

Indicate the general functions of the cask washdown area under the planned fuel storage regime.

9.

Indicate the depth of spent fuel pool water which will normally lie over stored-in-place fuel elements, and provide the resulting pool surface dose rates for this condition.

10. Relative to the rerack modification proposal, describe how an ALARA design review consistent with Regulatory Guide 8.8 was conducted and documented.

This should include available examples of how the experience of other facilities was utilized to help assure post-modification operations and maintenance doses would be ALARA.

Include a general description of the Diablo Canyon ALARA program that will be applied during spent fuel pool operations.
