Duke Power Company Docket Nos. 50-413, 50-414  ;

Catawba License Nos. NPF-35, NPF-52 ,

i During the Ni. clear Regulatory Comission (NRC) inspection conducted on July 19-22, 1988, a violation of NRC requirements was identified. The violation involved failure to follow radiological control procedures requiring  !

notification of health physics, adherence to radiation work permit recuirements  !

and job coverage. in accordance with the "General Statement of Policy and i Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (19), the i violation is itsted below:  ;

Technical Specification 6.11 requires that procedures for personnel l radiation protection be prepared consistent with the requirements of i 10 CFR 20 and be approved, maintained and adhered to for all operations  :

involving personnel radiation exposure. [

c Catawba Nuclear Station Directive 3.8.8, Radiological Work Practices, j Revision 18. dated June 6, 1988, requires in Section 2.1 that all r employees exercise good rediological work practices including reading and ,

with posted Radistion Work Pennits/ Standing Radiation Work r complying Pemits (RWP/SRWP) pertaining to the Radiation Ccntrol Zone (RCI) of  ;

interest, contacting the Surveillance and Control (S&C) Section of Health l Physics for needed job coverage and cooperating fully with Health Physics  ;

personnel in all matters pertaining to radiation protection. [

Catawba Nuclear Station Directive 3.8.3, Contamination Prevention, Control I and Decontamination Responsibilities, Revision 22, dated January Pl 1988,  !

requires in Secticn 5.1.1.8 that any person needing to contain a leak should contact the Health Physics group for assistance.  ;

t l Contrary to the above, the licensee failed to adhere to radiological i control procedures in that, (1) on June 4,198 . operations personnel proceeded to stop a leaking valve in the Spent fuel Pool Cooling System j without personnel,waiting and 2) (for on surveys, evaluations July 15, 1988, operationsorpersonnel job coverage proceeded by Healtt to Physics l j

, isolate a leaking valve in the Volume Control Tank system without i notifying Health Physics, or waiting for surveys, evaluations or job  !

coverage by Health Physics personnel.  !

This is a Severity Level IV violation (Supplement IV). f 1

Pursuant to the provisions of 10 CFR 2.201, Duka Power Company is hereby  ;

required to submit a written statement or explanation to the Nuclear Regulatory i Commission, ATTN: Document Control Desk, Washington, DC 20555, with a copy to the Regional Administrator, Region 11, and a copy to the NRC Resident inspector, within 30 days of the date of the letter transmitting this Notice.

This reply should be clearly marked as a "Reply to a Notice of Violation" and  ;

should include: (1) admission or denial of the violation, (2) the reason for ,

the violation if admitted, (3) the corrective steps which have been taken and i the results achieved (4) the corrective Steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved.

Where good cause is shown, consideration will be given to extending the response tine. If an adequate reply is not received within the time specified in this Notice, an order may be issued to shcw cause why the license should not be i modified, suspended, or revoked or why such other action as may he proper should not be taken.  ;
