. NOTICE OF VIOLATION Duke Power Company Docket No. 50-414 4 Catawba License No. NPF-52 l Ouring the Nuclear Regulatory Commissian (NRC) inspection conducted on February 2-4, 1988, a violation of NRC requirements was identified. In accordance with the "General Statement of Policy and Procedure for NRC ,

4 Enforcement Actions," 10 CFR Part 2,-Appendix C (1988), the violation is listed l below: '

10 CFR 50, Appendix B, Criterion IX, as implemented by paragraph 17.2.9 of OPC Topical Report Duke-1, requires that measures be established to assure J that special processes including r.ondestructive testing are controlled and accomplished in acccrdarce with applicable criteria, ,

Technical Specification 3/4.4.5 and Surveillance Requirements - 4.4.5.0 require that each steam generator be determined operable prior to increasing Tavg above 200*F by performing the required Eddy Current (ET) i inspection and plugging a!1 tubes that show wall degradation > 40%.

Contrary to the above, in August 1987, measures to control and acccmplish nondestructive testing (ET of steam generator tubes) were inadequate in that ET data for two steam generator tubes (one in A generator and one in D generator) were acceptea when, in fact, the data showed both tubes met the plugging criteria L> 40% wall degradation). This violation resulted in a violation of Technical Saecification 3/4.4.5 in that the plant was operated from August 1987 until December 1987, with two steam ganerator tubes that should have been plugged.

This reply should be clearly marked as a "Reply to a Notice of Violation" and should include: (1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps whi:.n i I
