EA 99-20 During an NRC inspection conducted from Decemoer 13,1998, through January 23,1999, a violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedures for NRC Enforcement Actions," NUREG-1600, the violation is listed

below:
j 10 CFR 50.59 states, in part, that the licensee may make changes in the procedures as described in the safety analysis report without prior Commission approval unless the proposed change involves a change in the Technical Specifications or an unreviewed safety question. The licerisee shall maintain records of changes in procedures made pursuant to this section, to the extent that these changes constitute changes in the procedures described in the safety analysis report. The records must include a written safety evaluation which provides the bases for the determination that the change does not involve an unreviewed safety question.
J Updated Final Srfety Analysis Report Section 10.4.9, Auxiliary Feedwater System, subsection 10.4.9.2 states, in part, that the Standby Shutdown System provides an alternate means to achieve and maintain a hot shutdown condition following postulated fire and sabotage events. The Standby Shutdown System uses the turbine-driven auxiliary feedwater pump to provide adequate secondary side makeup independent from i
all alternating current power and normal sources of water. The Updated Final Safety Analysis Report further states that if condensate sources are depleted or lost, the turbine will automatically transfer suction to an independent source initiated by the Standby Shutdown Facility related train of the condensate source loss detection logic and battery-powered motor-operated valves. The independent source of water is the buried piping of the condenser circulating water system.
b Contrary to the above, from March 14,1990, to Octot>er 14,1998, the licensee made a change to procedures as described in the Updated Final Safety Analysis Report and failed to perform a written safety evaluation that adequately assessed the adverse impact on Standby Shutdown Facili*" operability and the potential for an unreviewed safety question. Specifically, changes were made in Procedures AP-06, Loss of Steam j
Generator Feedwater, and AP-17, Loss of Control Room, (for both units) permitting operators to disable the turbine-driven auxiliary feedwater pump automatic suction swapover function to the condenser circulating water system. This could have resulted in the Standby Shutdown System being potentially inoperable during plant operating modes in which it was required t; be operable, or during an event in which it was called upon to perform its intended funct on.
This is a Severity Level IV Violation (Supplement I).
The NRC has concluded that information regarding the reason for the violation, the corrective actions taken and planned f a correct the violation and prevent recurrence and the date when full compliance was achieved is already adequately addressed on the docket in this report.
