' Catawba Nuclear Station License Nos. NPF-35,52 EA 99-094 During an NRC specialinspection conducted on March 14 through April 24,1999, a violation of NRC requirements was identified. In accordance with the " General Statement of Policy and j Procedures for NRC Enforcement Actions," NUREG-1600, the violation is listed below:-
Technical Specification (TS) 3.7.13 (in effect at the time of the inspection) required that, with the Standby Shutdown System-(SSS) inoperable, restore the inoperable equipment <
to operable status within seven days or be in at least hot standby within the next six hours and in at least hot shutdown within the following six hours.

l Contrary to the above, the SSS was ir' operable for 13 days from December 16,1998, i until December 29,1998, because electrical breakers associated with an SSS motor control center were mispositioned and both units remained at power during this period.

l STATEMENT OF APPARENT VIOLATION Previous Technical Specification (TS) 3.7.13 required that, with the Standby Shutdown System (SSS) inoperable, the inoperable equipment be restored to operable status within seven days or be in at least hot shutdown within the following six hours.
.The SSS was inoperable for 13 days from December 16,1998, until December 29,1998 (due to electrical breakers associated with Unit 1 and Unit 2 SSS motor control centers being mispositioned in the open position), and both Catawba Units 1 and 2 remained at power. As a result, the ability of the SSS to perform its intended safety function of maintaining reactor coolant pump sealintegrity during certain events could not be ensured.
