Dear Mr. Denton:

Attachment 1 to this letter is a proposed amendment to Facility Operating License Nos. DPR-39 and DPR-48, Appendix A. Sections 2.1 and 3.1.

This change reflects the modification of the Nuclear Instrumentation System (NIS) positive and negative rate trip setpoints from i 15 percent in 5 seconds to i 5 percent in 2 seconds.

Attachment 2 provides the general history concerning this emendment request. It also contains the technical justification for altering these setpoints.

Attachment 3 transmits the interim compensatory measures that will be in effect on both Zion units until the setpoints have been modifled. It 1s anticipated that this will be completed by 7:00 a.m. on February 25, 1986.

. o H. R. Denton February 24, 1986 Attachment 4 contains a demonstration that the proposed amendment does not involve a significant hazards conalderation. This change has received on-site and off-site review and approval.

This amendment request is being processed under the guidance of 10 CFR 50.91.a.5. As discussed in Attachment 2, the failure to properly imple-ment WCAP 10297 resulted in a need to return to the guidance of reference (a) and the comitments made in reference (b) . However, a review of this issue by Westinghouse Electric Corporation (reference (c)) identified a need to apply both the interim measures and, in addition, modify the negative flux rate setpoint to be consistent with previous safety analyses. This notification modified Commonwealth Edison Company's understanding of this issue and was not known prior to this date.

If the existing requirements of Item 5 of Table 3.1-1 of the Zion Technical Specifications were fully implemented, then a. forced shutdown of both Zion units would result. Both reactors are currently operated at 100%

power. Thus, failure to act on this emergency Itcense amendment would result in the shutdown of both Zion units.

A $150.00 fee remittance is enclosed in accordance with 10 CFR 170.

As required by 10 CFR 50.91, the State of Illinois is being notifled of this amendment request by transmittal of a copy of this letter and its attachments.
