SUBJECT:

A-2 EVACUATION ZONE, BROWNS FERRY NUCLEAR PLANT This is in response to your letter dated May 2,1988 to Chairman Lando W. Zech of the Nuclear Regulatory Commission (NRC) regarding the effect of a proposed landfill on emergency evacuation at the Browns Ferry Nuclear Plant. The NRC's statutory responsibility is to ensure that all operating facilitiec achieve and maintain adequate levels of protection of the public health and safety. The NRC has no authority to regulate offsite matters such as the development of a landfill.

With respect to the effect of traffic congestion upon emergency evacuation, the following information may be of use. As a part of the licensing process, evacuation time estimate studies are performed for emergency planning purposes.

These estimates assist emergency management authorities in identifying potential traffic loads, "bottic-necks", and lead time needed to effect evacuations.

When local conditions change, such as an increase in traffic, the emergency plans and procedures are revised accordingly to accommodate changing conditions.

For example, if local traffic increases, the plans may be modified to increase the number of law enforcement officials to direct and control traffic for an evacuation. Emergency Plans are reviewed and revised, if necessary, annually to ensure that they are current. If the proposed landfill were approved, this would have to be taken into account in the Emergency Plan. review.

The NRC maintains ari active inspection program in all areas of operation of the Browns Ferry Nuclear Plant including emergency planning. Annual emergency preparedness exercises are conducted by the licensee while local and state authorities participate at least biennially. These exercises are formally evaluated by the NRC and the' Federal Emergency Management Agency (FEMA). Any deficiencies found are required to be corrected. Let me assure you that the NRC will continue to ensure that an adequate state of emergency preparedness exists at the Browns Ferry Nuclear Plant.
