Dear Mr. Buggs:

This letter is in reply to your June 17, 1989 letter to Chairman Zech of the U. S. Nuclear Regulatory Commission.

In your letter you restated your concern regarding a potential industrial safety hazard resulting from the inclusion of a glass rotameter in the reactor water cleanup sample line at the Browns Ferry Nuclear Plant (BFN), and you stated that the NRC should not ignore the hazard.

In our June 15, 1989 letter, we explained to you the results of our research into the disposition of four Condition Adverse to Quality Reports (CAQRs) which you initiated in August 1988. One of these reports, CAQR BFF880090, described your concern regarding the pressu.e rating of the glass rotameter. This CAQR was programmatically closed at the TVA offices in Chattanooga, and your technical concern was addressed in a Problem Reporting Docunient (PRD) issued at BFN. TVA plans to begin implementation of an engineering solution to the PRD in September 1989.

In summary, both the NRC and TVA are fully aware of your concern and the situ-dtion you described, and TVA has initiated remedial action. The appropriate NRC personnel are aware of this issue, and will continue to monitor TVA's implemen-tation of the corrective action.
