VECP PROJECT REFERENCE MANUAI. REV 2 DATE 6-15-87 analysis applies to the as-built configuration for all safety-related piping. The as-built installation and current design criteria are compered to the design documents that are as input to the latest seismic analysis.

Finalization or piping stress ana. lysis evaluations requires verification of conformance of design calcu'iations to current project and supplier documents including the conformance 'f design changes.

Cenformance includes analysis -or documented justification to reconcile significant differences between the existing analysis and the final data.

This includes updatsng of appropriate documented references. g Reconcillat i on is performed on analysis units which are packages of instatlation isometrica and support drawings for a specific piping boundary. 9 Desk instructions and instructJon memos shall be issued to defics the I methods to be used to meet the requirements of this manual and the Design Manuat. These instructions shall reinforce PkM requirements such as statement of purpose, content of the calculations, references, susumptions, design criteria, and design inputs. Indiv13uals shall be trained in the unique technical aspects ei their work by the group supervisors or designee 6.

I The final verification program occurs after all installation within tne de fined analysis imit has been 100% completed. The program identifica '

construction rework, if any, This verification program meets the requirement specified in the PFLPM, Appendix 7.

In addition to the requirements specified in this section, engineering may  !

establish a preliminary phase of the veri:ication program. This preliminary phase, if required, begins wnen the installation status of a defined tnalysis unit is sufficient to proceed with an analysin that will be representative of ti.e final installaticu. This phase may be used to resolve analysis problems and identify construction rework in advance of { <

t the final reconciliccion. This crcliminary phase may be used to complete

17.6 FINAL VERIFICATION The following steps constitute the final (100%) verification program to meet the requicements of NEC-IE Bullecin 79-14 17.6.1 SCOPING The analytis units are defined by the appropriate respoccible engineering orEanizations. Change Notice CN (APP 2)-17 1 Dated 12/8/87 i

VEGP PROJECT REFERENCE PANUA1 REV _2_ DATE 6-15-87 analysis. .The organications identify the isometric and support drawings which are to be qualified in the analysis (in-scope), and the isometric and support drawings which are required to develop boundary conditions f or the analysis _(overlap). This information is collected by Vogtle Structural Analysis Mobile Unit (V-SAMU) for transmittal to the installation contractor.

17.6.2 AS-BUILT VERIFICATION /STATUSING Upon receipt of tne transnittal for the scoping information descIibed above f rom V-SAMU, the installation contractor shall identify any discrepancies between the contractor's records and information provided by V-SAMU.

The centractor continues installation until 100% of piping and supports are installed. The installation contractor shall perform walkdowns as needed

' to provide piping and support dimensions and other itemc eritical to analysis. The information required by engineering is defined in the Construerien Specifications X4A201. The contractor shall update isometric and support drawings to record as-built within tolerance conditions for the installed items (PRM ? art C, Section 4) and to incorporate all outstanding

. changes. The contractor shall document all out of tolerance conditions in accordance with the applicable project procedures. The installation centractor shall f urnish V-SAMU a tabulated listing of all drawing numbers with their respective revisions.

17.6.3 ENGINEERING WALKDOWN If :equired, Engineering may conduct a valkdown of the analysis unit to gather additional information to augment that provided by the installation contractor's "as-built within tolerance" drawings. Documentation of Engineering walkdown information is retained with the associated calculations.

17.6.4 A'iALY31S PACKAGE TRANSMITTAL Prior to final analysis, BWPC compares isonetries to P&ID and resolves discrepancies. Upon notification by V-SA.'N of scoping activity, BWPC Mechanical raust obtain concurrence f rom the respcusicle stress analysis group prior to issuing PLID changes.

For each analysis unit, V-SAMU prepares an analysis package for use in reconciling the pipe stress calculation. This package includes:

o Ihe "as-built within tolerance" drawings from the installation contractor o A summary of support information as needed to review the pipe stress calculation.

o Other design information as required.

Change Notice CN (APP 2)-17-1 Deted 12/8/87 VEGP PROJECT REFERENCE MANUAL REV 2 DATE 6-15-87 Analysis packages within V-SAMU scope are retained for use by V-SAMU; the balance of the packages are transmitted to the appropriate engineering organization (BWPC or W). The applicable information from the analysis package will be Ancorporated into calculations during final recon-ciliation. The remainder of the analysis package may be discarded after completion of the calculation revision.

17.6.5 PlPE STRESS RECONCILIATION The responsible engineering organization reviews the pipe stress calculations against the information included in the as-tuilt analysis packare and current design criteria. Conformance of design calculations to the as-built information is required to ensure that applicable installed conditions are accounted for within the calculations.

All stress calculations are updated to the next revision and are noted as

" Reviewed for IE Pulletin 79-14". Any supplemental calculations shall be incorporated into the stress analysis. Small bore piping stress calculations which were deferred until after installation shall be completed as Revision 0 calculations with the note " Reviewed for IE-Bulletin 79-14" shown on the cover page.

For BVPC and W scope, pipe support design inforuction is transmitted to V-SAMU for support reconciliation. This transmittal is made t, 1001 load release letter (LRL) (Attachment C). Changes subsequent to the 100% LRL shall be issued by a revised LRL with sequential revision number.

Upon completion of stress calculations for each analytical unit, the responsible enginetting orFanization shall notify V-SAMU and shall transmit the revised calculations to drawing and cata control (DDC).

17.5.6 SLTPORT RECONCILIATION V-SAMU shall review all the pipe support calculations for conformance to che data provided in the stress calculation, and the as-built information.

All support calculations are updated to the next revision and are noted as "Raviewed for IE Bulletin 79-14". Small bore piping support calculations wh ;h were deferred until after installation shall-be completed as Revision 0 calculationc with the note "R.sviewed for IE-Bulletin 79-14" shown on the cover page. Revised calculations are transmitted to DDC.

Design changes, if required. shall be issued to the appropriate drawings in accordance with existing project procedures.

17.6.7 STRESS RECONCILIATION NOTIFICATION FORM Subsequent to templeting any required rework, the installation contractor shall update isometric and support drawings to incorporate all outstanding  ;

chtnges and to reflect as-built within .tolecance conditions. The contractor shall furnish the responsible engineering organization with a final tabulated listing of all drawing numbers with their respective revisions.
