The Relief Request numbers are RR-52, RR-53, and ] RR-54. A summary of these Relief Requests and the affected page numbers l is provided below: l .elief Request RR-52 RR-52 discusses the physical limitation involved in performing examinations on the reactor pressure vessel closure head lifting lugs. Relief is requested from performing the 100% examination required by { Section XI of the ASME Boiler and Pressure Vessel Code,1983 Edition with i Addenda through Summer 1983. These limitations were previously discussed 1 in the Preservice Inspection Program as Relief Request RR-10. Pages 2-15, 6-4, and 6-94 in the program document were revised to reflect these changes. I Relief Request RR-53 ] RR-53 requests relief from system presst're test requirements on portions of the Spent Fuel Cooling and Puriff ation System which are encased in l concrete or submerged in the spent fuel pit. l VEGP-1 RR-52 Component or Relief Area Surface examination of Integrally Welded Attachments on the Reactor Vessel Closure Head. Examination ID No. - 11201-V6-001-W204 11201-Y6-001-W205 11201 V6-001-W206 Requirement from which Relief is Requested Item No. B8.10, Category B-H, Table IWB-2500-1 of ASME Section XI requires a surface examination of integrally welded attachments on the reactor vessel. Applicabl e examination area is shown in Figure IWB-2500-15. Basis for Relief Geometric configuration and location of CRD support braces presents physical limitations that prevent complete coverage of the RPV Closure Head lifting lugs required for the surface examination. Alternate Examination Due to the physical limitations discussed above, approximately 75% of the weld length of the RPV Closure Head lif ting lugs will be examined as during the Preservice Inspection, j i I 6-94 006 Rev. 3 I I
VEGP-1 RR-53 Component or Relief Area - System hydrostatic test and VT-2 examination during system inservice test on Class 3 piping. This relief request applies to portions of the Spent Fuel Cooling and Purification System which are encased in concrete or submerged in the spent fuel pit. Requirement from which Relief is Reauested Item No. D3.10, Examination Category D-C, Table IWD-2500-1 of ASME Section XI requires a hydrostatic test (IWD-5223) and a VT-2 examination during system inservice testing (IWD-5221) on Class 3 components. Basis for Relief Portions of the Spent fuel Cooling and Purification System are encased in concrete or submerged in the spent fuel pit precluding any direct or remote means of performing a VT-2 examination. In addition, the requirements of IWA-5244 (b) for buried piping cannot be met because the piping is submerged preventing the use of flow instrumentation. Alternative Examination The Technical Specifications require that spent fuel pit water level be maintained. 6-95 006 Rev. 3
) l l I VEGP-1 j l l RR-54 l Component or Relief Area ) - Relief is requested from performing system hydrostatic testing on (a) piping 51" nominal pipe size (NPS) and (b) components and their connections in piping 1 1" NPS. Requirement from which Relief is Reauested The following portions of the Code require system hydrostatic testing on all sizes of pressure retaining components. ] - Table IWB-2500-1, Examination Category B-P - Table IWC-2500-1, Examination Category C-H - Table IWD-2500-1, Examination Category D-A, Item No. DI.10 - Table IWD-2500-1, Examination Category D-B, Item No. D2.10 - Table IWD-2500-1, Examination Category D-C, Item No. D3.10 Basis for Relief Specific system hydrostatic testing on (a) piping s 1" NPS and (b) conponents and their connections in piping s 1" NPS is impractical. Typically piping and components of this small diameter are used for sampling systems, reactor pressure vessel head vent systems, excess letdown systems, and for instrumentation applications. The systems mentioned are seldom operated and as r,uch degradation is expected to be negligible. Piping and components used for instrumentation applications (i.e., pressure indicators, flow indicators) are subjected essentially to no flow conditions and as such failure mechanism which cause degradation are minimal. Component pressure boundary integrity can be verified by performing VT-2 examinations during system leakage test, system functional test or system inservice test conditions. Alternate Examination System hydrostatic testing and the accompanying VT-2 examination will be performed on (a) piping s 1" NPS and (b) components and their connections in piping 51" NPS which are unisolatable from larger diameter piping which require system hydrostatic testing. A VT-2 examination will be performed during system leakage test, system function test, or system inservice test on (a) piping s 1" NPS and (b) components and their connections in piping s 1" NPS which are isolatable from other system hydrostatic test boundaries. 6-96 006 Rev. 3
