Any deviation from the abovejuidelines shall be authorized by the applicable department egn:.nr.t..: or higher levels of management, in accordance with established procedures and with documentation of the basis for granting the deviation.

Controls shall be included in the procedures such that individual excess overtime shall be reviewed monthly by the General Manager - Nuclear Plant or his designee to assure that excessive hours were authorized and that they do not become routine.

f. The Operations Manager shall hold an SRO license.
g. An individual shall be assigned to each shift who provides technical support in the areas of thermal hydraulics, reactor engineering, and plant analysis with regard to the safe operation of the unit. In addition, this individual shall meet the qualifmations specifed '

by the Commission Policy Statement on Engineering Expertise on Shift.

ENCLOSURE 4 VOGTLE ELECTRIC GENERATING PLANT PROPOSED CilANGE TO TECllNICAL SPECIFICATION 5.2.2 APPROVAL OF OVERTIME RESTRICTION DEVIATIONS ENVIRONMENTAL IMPACT DETERMINATION Introduction 10 CFR 51.22(b) specifies the criteria for categorical exclusion from the requirement for a specific environmental assessment per 10 CFR 51.21. This license amendment request meets the criteria specified in 10 CFR 51.22(c)(9) as demonstrated below.

Basis for Exclusion (1) As demonstrated in Enclosure 2, the proposed technical specification change does not involve a significant hazards consideration.

(2) This proposed technical specification change does not involve a process or activity that could result in a significant change in the types or significant increase in the amount of any effluent that may be released offsite.

(3) The proposed technical specification change will raise the approval authority required to deviate from the guidelines for the use of overtime. There will not be any significant increase in individual or cumulative occupational radiation exposure as a result of this change.

Conclusion Based on the above, it is concluded that there will be no impact on the environment resulting from this amendment and the change meets the criteria specified in 10 CFR I I

51.22(b) for categorical exclusion form the requirements of 10 CFR 51.21.
