Dear Mr. Schnell:

This refers to your letter dated August 27,1996, in response to our letter dated July 19,1996, which transmitted NRC Inspection Report 50-483/96-04. An unresolved item was identified in the inspection report involving your continual behavior observation program. In our letter we requested that you provide a written response as to why you ,

believe that a violation should not be issued for the unresolved item. Your conclusion was  !

that the unresolved item did not constitute a violation. You also provided the basis for '

your conclusion. Our review has concluded that no violation of continual behavior observation requirements occurred.

No response is required to this letter. Should you have any questions, we will be pleased to discuss them with you.
