PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT--- PNS-V-85-04 Date:. Sept. 13, 1985 - Page 1 of 2 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security'or public interest significance. The information presented is as initially received without _ verification or evaluation and is basically all that is known by the Region V staff as of this date.

FACILITY: Sacramento Municipal. Utility District Licensee Emergency Classification Rancho Seco Nuclear: Generating Station X Notification of Unusual Event Clay Station, California Alert Docket No.'50-312 Site Area Emergency General Emergency Not Applicable

SUBJECT:

UNUSUAL EVENT On September 13, 1985, the licensee telephonically reported to the NRC, Region V that two telephone calls had been received by the Rancho Seco (RS) telephone operator from an unidentified male caller. The first call was received at 8:02 AM, PDT, September 13, 1985.

The caller verified he was speaking with the RS operator, refused to give his name and stated. "..just warning. If you are in the wrong place out there, you could get hurt or you could die. I work for nobody but myself. Your management needs help and I'm going to get it to them. There are things placed in strategic areas throughout the plant. We will claim responsibility after." The caller thea hung up.

Tha second call was received at 8:17 AM, PDT, apparently from the same individual. He stated, "Have you notified your supervisor or law enforcement agencica? You should be moving, not more than an hour," and then hung up.

The licenste has declared an UNUSUAL EVENT and activated the site Technical Support Center (TSC). As of 10:12 AM, PDT, the Control Room search and the TSC searches were completed with no devices found. The search will continue until the entire plant area is thoroughly covered. Two bomb sniffing dogs and handlers are enroute to the site from the US Air Force. The Sacramento County Sheriff's Office was immediately notified and deputies are now on site. The plant and surrounding facilities were evacuated.

The site security manager was notified by his headquarters in Sacramento that media news representatives were aware of the incident and were enroute to the site.

Rancho Seco is in cold shutdown.

The State of California and the IAT have been notified.
