Open Item (382/8308-99): The NRC inspector reviewed Section 6.6.1 of the Plan, EP-2-190, and PS-16-103 for site personnel accountability.
The NRC inspector determined by review that the site accountability in the Plan and EPIPs had been changed to account for personnel only in the protected area. The NRC inspector determined by review of each procedure that personnel accountability had been redefined to exclude all personnel outside the station protected area. Personnel accountability procedures must include the owner-controlled area and
,the exclusion area boundary. It should be noted that the

'gener-controlled area (outside the protected area) may be searched to verify that site personnel have evacuated the area. Verification of evacuation shall be reported according to EP-2-190.

Several items were observed missing (clipboards, radios, etc.) In addition, several instruments (Ludium 177 in interia EOF health physics locker and Ludium 2218 in field kits) were present in the area, but were not located in the kits. The applicant agreed to upgrade EP-3-040 to account for these instruments being stored outside I
the emergency kits. EP-3-040 should be upgraded to include many essential items (e.g., self-reading dosimeter charger) stored in the interim energency operations facility emergency locker, but not listed in the procedure inventory.

To define the scope and extent of participation by organizations and " players" the_(gklowing exercise guidelines are established in order to meet the: agreed upon objectives :

General I
1.
The full-scale exercise will be conducted on February i
8, 1984.
Since exercise " players" will not possess prior i
knowledge of the exercise start time, all personnel l
will follow their normal routines for that day.
l 2.
The Exercise will commence with a postulated plant condition necessitating a declaration of a notification of an Unusual Event and escalate through each of the four emergency classifications to a General Emergency.
i 3.
The postulated accident conditions will result in a simulated radiological release which requires the consideration of protective actions for the general j
public. Meteorological conditions will be varied throughout the exercise in order that the desired offsite conditions are attained.
j 4.
If required by the scenario the actual movement of selected vehicles from within the plume exposure pathway EPZ for the purpose of testing procedures for processing, monitoring and placement of simulated evacuees within participating support Parishes will occur with appropriate reception centers and decon.

As appropriate, Emergency Broadcast Station (EBS) announcements will be prepared and passed to the appropriate stations, but will not be released to the public.

If required by the scenario the treatment of a simulated injured onsite worker will involve the movement of the individual to and full participation by a support medical facility.

The postulated accident conditions may warrant the evacuation of non-essential site personnel.
If required by the exercise scenario, personnel in the areas of the station where the station accountability mechanisms have been implemented will proceed to the selected offsite assembly area. Once assembly has occured and accountability procedures have been completed, non participating personnel will return to their norwal work stations. (Onsite construction workers will be excused from participation in the exercise.)

Due to the existing stage of construction, the unavailability of SPDS will not be considered as meeting Unusual Event criteria.

Backup methods will be utilized for SPDS.
For drill purposes the RMS will be simulated.
