SUBJECT:

WATERFORD 3 TRIP REPORT A meeting was held at Waterford 3, near Taft Louisiana on November 4, 1983, between representatives of Louisiana Power and Light Company, Louisiana Office of Emergency Preparedness, Louisiana Nuclear Energy Division, St.

Charles and St. John Parishes, FEMA Region VI and the NRC. The purpose of the meeting was to formulate the final objectives, guidance and schedule for the initial full-scale exercise for Waterford 3.

The minutes of the meeting are enclosed. The applicant has scheduled a series of training sessions to be held during November 15, 1983 to January 19, 1984, with the exercise-for-record en February 8, 1984.

Following the meeting on November 4 and during the morning of November 5, 1983, an operability and acoustical test was performed on the Alert Notifi-cation System (sirens) in St. John the Bapist Parish. The test, performed by Acoustic Technology, Inc. (ATI) and members of the St. John Parish Emergency Organization, consisted of simultaneous actuation of the 19 fixed sirens throughout the parish followed by actuation of selected, individual sirens. The individual sirens selected were those that had been either re-located or added on the basis of a previous test by ATI. The test consisted of checking all the functions of the sirens: voice broadcast, steady and wailing siren, air horn, rotation of siren, and in the case of the selected sirens, a sound level mesurement was performed by ATI to determine the acoustical contour of the re-located and added sirens.

NRC and FEMA represen-tatives observed testing of the sirens located at the Missouri Pacific Railroad tracks in f,illona, Louisiana, Camellia St. and Riverlands Country Club in La Place, Louisiana and the tailer-mounted mobil siren located behind the St. John EOC.

Ron Perry reported that a revised final draft would be made available for Federal agency review by 11/21/83.

Mr. Perrotti requested that off-site monitoring be added to this objective statement.

It was agreed that specific cention of off-site monitoring will be added to item 1. g.

Mr. Perrotti inquired as to how far in-depth recovery would be de=enstrated. Roy Chiappini responded that recovery activities would be demonstrated to the point that emergency canagement personnel can show how the recovery effort would be organized.

This would involve the initial steps of recovery only.

Mr. Perrotti stated that the NRC will require a full demonstration of accountability procedures before the issuance of a full-power license. The question was asked, does LP&L intend to demonstrate full-scale accountability on the exercise? Paul Backes responded by stating that only the concept of accountability would be demonstrated for the exercise.

Mr. Jensen asked a question concerning the level of security play inticipated in the exercise.

Paul Backes responded by saying that the security response would be consistent with that required by the scenario.

Mr. Madere inquired as to whether the com=unications reference in this item concerned only LNED and LOEP or all State agencies.

Ron Perry responded that this objective item ref erred principally to the Operational-Hot-Line and was intended to include only LNED and LOEP.

Mr. Lookabaugh requested that the Federal agencies notified directly from the Waterford 3 site be added to this item.

Mr. Spell inquired as to whether the current references to recovery in the State Plan will be adequate to demonstrate re cove ry.

Mr. Lookabaugh stated that it would.

Mr. Zaloudek asked Mr. Lookabaugh whether the recent FEMA guidance on exercise objectives would apply as a regulation to this exe cise.

Mr. Lookabaugh responded that the FEMA infor=ation.as only guidance.

Guidelines A.'.

To= Carr requested information on the depth of play to traffic and access control points.

Mr. Lookabaugh stated that it would be necessary to demonstrate the ability to stop traffic and to issue proper instructions. The actual stoppage of traffic would not be necessary.

A.6.

Mr. Zaloudek requested clarification concerning observers acco:panying field monitoring teams.

It was agreed that a change would be made to the second paragraph of item A6 to read:

"Each utility radiological monitoring field team will be accompanied by an observer throughout the exercise."

A.8.

Mr. Lookabaugh and Mr. Spell inquired as to whether actual EBS messages would be broadcast during the exercise.

In response to these comments, item A8 will be modified to read as follows:

"Ar, appropriate, Emergency Broadcast System (EBS)

anhounce=ents will be prepared and passed to the appropriate stations. Local cable TV, WCKW and WKQT will broadcast limited emergency messages.

WWL will broadcast only standard EBS test messages."

A.12.

In response to ec=ments raised, the following changes will be =ade to item A.12:

(1) Under State of Louisiana, the Louisiana State Police will Isi deleted.

(2) Under St. Charles Parish, " Office of Civil Defense" will be changed to " Department of E=erge:cy Preparedness".

Both the Sheriff's Departnent and the St. Charles Parish School Board-vill be deleted.

In their place " Participating Response Agencies" will be inserted.

(3) Under St. John the Baptist Parish, the St. John the Baptist School Board will be deleted.

In its place," Participating Response Agencies" will be inserted.

(4) The paragraph which begins " Active participation in this exercise" and ends " testing com=unications only." will be deleted in its entirety.

Additional ce==ents:

Mr. Perrotti requested that an additional guideline statecent be added as follows:

"17. If an actual emergency should occur either on or off-site during the exercise, the exercise will be halted to deal with the situation."

III. Schedule and Milestones A s'chedule of drill and exercise activities and a listing of milestones were also presented to meeting participants. These listings and suggested changes are attached to this memorandum.
