a.0 DEFINITIONS - Not Applicable 5.0 PlSPONSI3!LITIES 5.1 It is the responsibility of the Project Engineer to provide the neces-sary instructions and work documents to prepare the piping systems for inspection.
5.2 It is the responsibility of the Quality Control Engineer to supervise the wtrk of the Quality Control personnel, maintain surveillance over all fie.ld activities relating to quality and to maintain a strict level of qual.ty in nis personnel and visual inspections as referenced in this procedure.
5.3 It is the responsibility of the Quality Control Inspectors to perform QC inspections within strict adherence to this procedure and to infor=
the Quality Controi Engineer or his designee of any problem areas that mey arise.
Inspections sill be performed in accordance with approved work documents or as delineated in other approved procedures.
6.0 INSPECTIONS t.1 visual inspection of safety relatsd piping system welds (categories 1, 2, 3) and Electrical Penetration walds which require ASME Section III compliance.
6.1.1 At the time of ficup between piping subissemblies and components the following incpections shall be made.
A.
Internal surfaces verified to meet the cleanliness require-ments of TBP-29, just prior to f1 tup.
(Not Applicable to Electrical Penetrations)
B.
Inside diameters of piping subassemblies and/or components which are inaccessible for welding or fairing, shall match each other within 1/16" (1/32" concentric). Maximta mis-alignment at any one point shall not exceed 3/32".
C.
Tack welds are not cratked.

For stainless and alloy welds, the inspector shall deter =ine if the veld requires a 11=ited access welder.
F.
Valves are installed with correct flow orientation.
6.1.2 The final weld shall exhibit complete fusion of the adjacent veld beads and base metal.
6.1.3 The final weld shall be free of coarse ripples, irregular sur-f ace, non-unif orm bead patterns and deep ridges or valleys be-tween beads if these patterns will make interpretation of NDE inde t e rminate.
6.1.4 The external surface of the final weld shall be visually exa-
=ined per the applicable code for the following deleterious con-ditions (No Cracks are Allowed).

Slag or scale 6.1.5 A) Final walds that join piping subassemblies or cempenents of equal outside diameters shall be crowned at the center and smoothly tapered on each side of the surf ace being welded.
B) For welds in components with uneven outside diameters, the weld must not exceed a 3:1 taper between components.
6.1.6 Final welds which do not require inservice inspection (ISI) shall eitber be flush with the adjacent surfaces or have a reinforcement of uniform thickness in accordance with TABLE I.

Thickness of Weld Reinforcement for Piping For double welded butt joints, the limitation of the reinforcement given in column 1 of the following tabulation shall apply separately to both inside and outside surfaces of the joint. For single welded butt joints,
the reinforcement given in column 2 shall apply to the inside surface and the reinforcement given in column 1 shall apply to the outside surf ace.
The reinforcements shall be determined from the higher of the abutting surfaces involved.

6.1.7 Welds requiring inservice inspection (ISI) shall meet the fol-lowing criteria:
6.1.7.1 Welds may hava a 1/16 inch =r.zimum reinforcement on pipe to pipe. Welds may be grcund flush with pipe providing the weld remains visually discernable. (Coupon C-21 AB) 6.1.7.2 Welds other than pipe to pipe shall meet the minimum requirements of areas AB Coupon C-22 or C-23 (See Exam-pie 1), whichever is applicable.
6.1.7.3 QC shall perform inspection of ISI welds using the sample coupons which illustrates minimum acceptable ISI prepara-tion as stated in paragraph 6.1.7.1, 6.1.7.2 and Exhibit 8.3.
Inspection results will be documented in accordance with TBP-35 " Preparation and Control of Process Piping Travelers."
6.1.7.4 All surf aces prepared for ISI shall have a curf ace finish of approximately 250 RMS in the arcs to be examined and in the area of transducer contact. Transition from pipe to flat topped crown on pipe to pipe velds do not recuire this degree of finish.
6.1.8 The inside surface of the joint shall be visually inspected for the folicwing (where accessible) to determine conformance with applicable Code.

inspec:ed for inadvertent ar: strikes. Any are strikes found shall be removed and the af fected surf ace examined by a liquid penetract or =agnetic particle test.
6.1.10 Where veld joint marking has been used, the identification shall be examined to insure that sharp notched tools have not been used and vall thickness have not been reduced below minimum wall' thickness requirements.
6.1.1*
The laspector shall verify that welders identification, ISO num-ber and field weld number are correct and are marked on pipe at the weld joint.
6.1.12 The Inspector shall also inspect the shapes and sizes of fillet and socket walds in accordance with IABLE II.
6.1.12.1 At the time of fit-up of socket welds, the pipe shall be inserted into fitting to the bottom of the. socket.
A scribe mark shall be etched along the outside shoulder of the fitting on the pipe; then the pipe shall be with-drawn approx. 1/16" and tack welded. This shall be com-s pleted prior to the QC Inspector's sign-off of the fit-up section of Form 11008.

6.l.13 Sure111ance of welding parameters, i.e., a:perage and/or voltage,
gas flow rate, etc. will be performed daily on a rando= basis to verify conformance with the welding procedure being used.
Sur-i vaillance results will be docu=ented on For: GP-723-12.
6.1.1 '. For bra:ed joints Flux & Flux residue shall be removed from all surfaces prior to c.xamination. Joints shall be visually exasined on all accessible surf aces to determine vnether there has been adaquate flow of bra:ing =etal through the joint as evidenced by the appearance of an uninterrupted, narrow visible line of bra:ing alloy at the ends of the joint. Optical aids may be employed for indirect visual examination of joints which cannot be directly cranined.
6.2 visual inspection of non-safety related piping system velds (categories 4 thru 8).
6.2.1 At the time of fitup between categories 4 and 5 large bore piping i
subassemblies and components the internal surfates shall be veri-fled to meet the cleanliness requirements of TBP-29.
6.2.2 The m hum internal misalignment shall be no greater than a 1/16" offset at any point around adjacent edges of the joint. This applies for categories 4 thru 7.
6.2.3 A visual inspection fo the final weld shall be cade on all cate-gory 4, 5 and 6 piping system welds. The following conditions are unacceptable:
A.
Cracks - external surface and inside surface where accessible.
B.
Undercut on surface with is greater than 1/32" deep.

6.2.4 A visual inspection of 10% of the completed welds shall be made on Categories 7 and 8 welds for the items listed in Paragraph 6.2.3 (A, B and D).

6.3.1 Pipe, prefabricated piping subassemblies and valves for transport to field.

Nicks and gouges which are in excess of the applicable code must be repaired by an approved procedure.

Proper cleanliness per system requirenents. Remove covers and caps as necessary. Complete a Cleanliness Checklist (Form CP-723-1) for each valve and piping subassembly.

Each ite= or group of co=maa like ite:s must have an Ebasco QC Accepted Tag or Corditional Eelease Tag attached. A QC Conditional Release Form cust be obtained prior to acceptance if the item is so tagged.
Control of Conditional Released items shall be in accordance with the requirements of TBP-45
" Conditional Release".
The Ebasco CC Conditional Release Tag will be securely taped to the ite before it leaves the Ebasco area.

C.
A Cleanliness check is not required; no QC Cleanliness Check-list is required; and fittings do not have to be capped.
D.
Ebasco QC Accepted Tag on item or lot.
6.3.3 Hangers and Restraints A.
Check f or obvious damage, i.e., bent rods, etc.
B.
Excessive rust on rods, spring cans, nuts and bolts, struts,
etc.
C.
Hanr.or mark nu=ber legible on all specialty items; i.e.,
springs, clamps, struts, etc.

1 6.4 Erection of Safety Related Piping Systems (Categories 1, 2 and 3) 1 6.4.1 Verify that the spools, components and =aterial listed on the isonetric drawing and the Traveler Bill of Material hava been installed.
4 6.4.2 Verify all welds and NDE have been coupleted and documented satisfactorily.
6.4.3 Verify codes on nuts, bolts and material are properly recorded on Flange Control F.ecord. The inspector will record any codes or different bolt lengths not already recorded on Traveler. The inspector vill verify that bolts are lubricated per TBP-37 prior i
to verifying torque per 6.4.4.
- 6. t. 4 Verify proper torque en flange joint installations in accordance with the Traveler requirements. Re-torqueing may be verified on the same Flange Control Record.
6.4.5 Verify proper gaskets installed in flanged joints.
6.4.6 Verify the valve serial numbers have been recorded on the Traveler Bill of Material. The inspector will record any serial numbers not already recorded on Traveler.
6.5 Erection of Non-Safety Related Piping Systems. (Categories 4 thru 8) 6.5.1 Visual inspection requirements of these systems will be limited to those specified under paragraph 6.6 prior to hydrostatic testing and Paragraph 6.7 during hydrostatic testing.
J 6.6 Inspection Walkdown Prior to Hydrostatic Testing 6.6.1 For Safety Class 1, 2, 3 and MC, QC shall ake the following inspections. For non-safety class piping systems, the engineers shall make the inspections. This also appiles to 6.7.

6.7.2 Verify that all gauges are calibrated.
6.7.3 verify that valves are in the position specified for the test.

6.7.7 Discrepancies noted during the walkdown and coded by T-B Engineering as no restraints to test shall require an elevation by T-3 Engineering after the test is completed. i 6.9.1 Inspection of hanger velds shall be in accordance with coplicable drawings and AWS DI.1 (Code) as follows:
A.
The parts to be joined by fillet welds shall be brought into as close contact as possible. The gaps between the parts shall normally rot exceed 3/16", except in cases involving shapes or plates 3" or greater in thickness, in which case a uaxinum gap of 5/16" is acceptable, provided a sealing veld or suitable backing naterial is used to prevent selting through. If the separation is 1/16" or greater, the leg of the fillet weld shall be increased by the amount of the separation or the contractor shall de=enstrate that the required effective throat has been obtained.
3.
For parts to be joined by lap joints or butt welds with backing, the separation between the facing surfaces shall not exceed 1/16".
6.9.2 Visual Inspection - A weld shall be acceptable by viscal inspec-tion if it shows that:
A.
The weld has no cracks.
3.
Thorough fusion exists between weld catal and base metal.
C.
All craters are fillel to the full cross section of the weld.
D.
Weld profiles are in accordance with TABLE IV.
Undercut shall not exceed 1/32".
E.
Porosity in fillet welds shall not exceed one in each four inches of length and maximum diameter shall not exceed 3/32".
EXCEPTION: For fillet welds connecting stiffeners to web, the sum of the diameters of porosity shall not exceed 3/8" in any linear inch of weld and shall not exceed 3/4" in any 12" length of weld.
F.
A fillet veld in any single continuous weld shall be per-mitted to under run the nominal fillet weld size by 1/16" without correction provided the undersize weld does not exceed 10* of the length of the weld.
G.
Visual inspection of end plate attachment welds is limited to verification that the plate has been welded all around and that weld or base material is not cracked.
