J. M. Farley Nuclear Plant NRC Inspection of January 11 - February 10, 1985 RE: Report Numbers 50-348'/85-05 50-364/85-05

Dear Mr. Verrelli:

This letter refers to -the violation, cited in the subject inspection reports, which states:

"The following violations were identified during an inspection conducted on January 11 - February 10, 1985 The Severity Levels were assigned in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C).

10 CFR 50, Appendix B, Criterion VIII, requires measures to be established for identification and control of materials, parts, and components. These measures shall be designed to prevent use of incorrect material, parts and components. Section 8.4.1 of the Operations Quality Assurance Manual requires verification of identification incident to item replacement.

Contrary to the above, measures were not established to verify identification incident to item replacement in that incorrect fusible links were installed on the 28 and 2C containment building coolers.

This is a Severity Level IV violation (Supplement I)."

Reason for Violation Several links- had been replaced in the 28 and 2C coolers on 11-26-82.

It could not be determined which links were replaced, nor the source of the replacement links. Therefore, the incorrect 160 F -links.may have been

. installed on the above date, or may have been installed during construction.

. Correct'ive Action Taken and Results Achieved Properly- rated links were installed on all containment cooler dropout plates in Unit' 2. A review of Unit I records indicates that all links that-

-have been replaced are of the correct rating.- However, all links will be inspected in the April 1985 refueling outage.

-Corrective Steps Taken to Avoid Further Violations A Maintenance Procedure will be written covering installation and inspection of containment cooler fusible links.
