Dear Mr. Harrell:

Your letter of January 15, 1980, to Chairman Ahearne, has been referred to me for reply. Under the NRC rules of practice, Chairman Ahearne may be called upon to review decisions regarding operation of the North Anna Power Station, Unit 2 and, hence, it would be inappropriate for Chairman Ahearne to comment on the matters raised in your letter. Therefore, I am commenting on your letter requesting that the NRC expedite a decision on licensing Unit 2.

I am enclosing a copy of a letter which we have transmitted to the Attorney General of the State of V.irginia which discusses the status of the operating license for Unit 2.

I trust that the letter to the Attorney General explains the NRC position regarding the licensing of Unit 2.
