Status Report on the Zimmer Nuclear Power Station Offsite Emergency Preparedness Issues Attached is the second status report on actions taken by the Federal Emergency Management Agency (FEMA) to field verify that satisfactory remedial actions are being taken or have been taken by the Cincinnati Gas and Electric Company, the States of Ohio and Kentucky, and the affected counties, to satisfy the offsite radiological emergency preparedness license conditions adopted by the Atomic Safety and Licensing Board on March 3,1982, for the Zimmer Nuclear Power Station. Thie status report is based on reports filed by both FEMA Regions IV and V on progress made to date by the States of Kentucky and Ohio in addressing these conditions.

.. General Comments:
.The Atomic _ Safety. and Licensing Board (ASLB) hearing resulted in six offsite licensing conditions for the Zimmer Nuclear Power. Station affecting' Clermont
. ! County, Ohio,'and Pendleton, Bracken, and Campbell Counties, Kentucky.
Cincinnati Gas and Electric Company (CG&E), the licensee,. has the responsibility to assure that these outstanding conditions are resolved to the satisfaction -
of:the'ASLB~. The Federal' Emergency Management igency (FEMA) has the responsibility- to evaluate and verify that actions taken by the utility -
- adequately resolve _the discrepancies.
Although FEMA has activated field verification procedures, progress in this area has fbeen ' limited by NRC's stop work order on further construction of the -facility. In January 1983, FEMA Regions IV and V. conducted a meeting with representatives of Ohio, Kentucky, local governments, school
, boards, .CG6E, Jand intervenors. . The purpose of this meeting was to establish a' common goal in resolving the outstanding conditions as well as developing a schedule for their completion. Agreements were made and a schedule of anticipated completion dates was established.
i On January 28, 1983, following the FEMA meeting, a conference call between all
- involved parties was held to establish dates for the Zimmer Exercise. All parties agreed to conduct a joint exercise on September 25-27, 1984. The date was agreed upon with the expectation that the cutstanding conditions would be
. resolved .by that date. It should ~ be understood, however, that the stop work order could prohibit the utility's timely resolution of the conditions and thus effect the exercise date.
.During February, March, April, and May 1983, the_ utility reported that the
~
brochure " Circle of Safety", the evacuation routes,. and maps were being developed. Routine staff calls were utilized to keep an open line of communication between the FEHA Regions, States and CG&E; however, due to the stop work order, field verifications were not conducted. During this period,
' the engineering design of the radio communications system was completed, meetings
= were held with involved school systems to explain the system, and the search t for radio frequencies was started. Before installation of the system, licensing 4
and. permits for frequencies must be obtained. FEMA Headquarters has received E . monthly: status reports on the progress or lack of progress on each outstanding
' condition.
A ' conference call between FEMA Headquarters, Office of General Counsel, and
- FEMA Regions IV and V on June 16, 1983, was conducted to determine the i'
status' of the resolutions of the outstanding conditions. During the e discussioniit was concluded that little progress has taken place in resolving the conditions, therefore, FEMA is unable at this time to
, present a complete evaluation to the ASLB.
The following information represents the specific status of each of 'the six
. outstanding Zimmer conditions as of this date. Each condition is briefly 1
described for identification purposes followed by the status of resolution.

'l. A.- A Survey of EPZ Volunteers C A survey of volunteer personnel assigned an emergency response role inside the' plume. exposure EPZ must be made to determine:
, a) the availability of such personnel by time of day; 7 -b) Lthe existence of family commitments of such personnel which could interfere with their ability or willingness to
- respond in a radiological emergency; and c) 'the willingness of- such personnel to respond in a -radiological emergency to ti) ' the Zimmer ' Station and 11) within the EPZ.
4 In; making'this survey, account shall be taken of:the portions of any
- community which may not follow instructions to signify notification in
, determining how many volunteer personnel may be necessary to accomplish door-to-door verification of notification. Applicants shall demonstrate to the satisfaction of the Staff that sufficient volunteer- personnel are available to discharge their assigned responsibilities or that steps
- are in progress to obtain sufficient personnel.
-B.. Status of Resolution:
The questionnaire to determine the reliability factor of emergency workers responding to a Zimmer Nuclear Power Station accident / incident has been : completed by CG&E. This . questionnaire will be administered
,to emergency workers -upon the completion of their training. A procedure has. been ~ drafted to describe the administration of this questionnaire, however, the. procedures have not yet been reviewed. Procedures for tabulating and evaluating the results of the questionnaire given to emergency workers have not been resolved. The possibility of having
- the questionnaire reviewed and administered by a ' professional opinion
' research firm is being explored by CG&E, however, CG&E has not provided l: a completion date.
i h A field verification schedule to evaluate this condition cannot be established until more is known about when and how the questionnaire will be administered.
l ' 2. ' A. Development of Procedures to Call for the Special Needs of the Handicapped L
Clear authority and procedures for the maintenance of special needs lists and the conducting of surveys for transportation -requirements of dependent disabled t -
. individuals must 'be established. Such a survey.must be conducted, the list . compiled, maintained, 'and transportation needs assessed.
Procedures to provide for these needs must be well established.
- B. Status of Resolution l

'The authority to assess the special needs of the handicapped has been established and rests 'with legally established groups which serve the handicapped and disabled people. The " Circle of Safety" information booklet addresses the special needs of the handicapped. The booklet t

"will contain a special needs card which can be returned ' by those handicapped ' people requesting special assistance. The special needs cards 1will be sent to the appropriate State or local organization and-aL list will be compiled and updated annually. In Clermont County, Ohio, a' Standard -Operating Procedure entitled, "Special Needs Cards, SOP 603", is; presently being draf ted. This S0P will outline the manner by which the information from the special needs cards will be maintained, updated, and utilized. It is anticipated that this draf t SOP will be completed on or about October 1983. The method and frequency by which the 'special needs lists will be maintained and updated has not been determined. It remains to be ascertained if the S0P 603 will ~ adequately' outline these procedures.
FEMA Regions-IV and V will evaluate the procedures for dealing with the special needs of the handicapped upon completion of the procedures.
A date for this review cannot be determined at this time since complete proceuures have not been finalized.
- 3. A. Life Squad Communications and School Communication System 4
A repeater station and three 100 watt . radio base stations need to be installed to eliminate " dead spots" in radio transmissions along U.S. Route 52 for use by Clermont County, Ohio, police, fire, and local government services. Space should be provided for a life squad radio system.. Communications systems for the schools, EOCs and school buses _ must be established to ensure that adequate evacuation procedures can be implemented within the EPZ. This system should include not only communications between fixed and mobile (buses) units, but alert and notification of bus drivers as well.
. ~Special Note:
Although the Life Squad and . School Communication Systems are listed as separate conditions, the resolution procedures are related.
Therefore, for purposes of this report, they are reported together.
- B.- Status'of Resolution l
l' The Ohio Disaster Services Agency has reported that the problem has J. been corrected on an engineering basis with the addition of repeater
- stations along U.S. Route 52 in Clermont County. Space has been allocated to life squad systems on the transmitter. This system will be tested when the stop work order is lif ted, and the necessary equipment can be installed and tested.
4 The proposed radio repeater system is to be centrally located
'so as .co serve .all school radio systems within the EPZ. The location of this repeater is co be on a hill near the Zimmer Nuclear Power Station. The . unit will be placed in a secured building with a 420 foot communications tower for the antenna with a standby power plant
' to ensure continuous operational capability. Radio transmissions from the school radios will-be automatically relayed to other schools via j; this repeater system. Further, the schools equipped with the radio
. systems will be able to transmit messages to the buses equipped with radios . : Selected schools and locations will be equipped with paging

These tones will' alert the pager holders to receive emergency instructions.

LThe~ utility has reported they will petition the Federal Communications Commission-(FCC) for a waiver of its rules and regulations to permit licensing of: the proposed . radio system on a pair of clear channel frequencies. Should this be approved all of the schools in the EPZ will share the same pair of radio frequencies = working through the single repeater station.- Each school district will have a unique tone squelch frequency so'they will not have to listen to the traffic Jof a neighboring district unless they choose to do so. What this will mean is, the radio traffic cannot be carried on by all school districts in the EPZ simultaneous 1y'through the repeater station.
The design engineers have indicated that' this should not present a -
problem considering the number of schools and buses involved within the system.
'The utility is presently seeking a pair of radio frequencies in the geographic area needed. They also indicated that they will contact -
the coordinators 'of frequencies in other radio services to obtain clearance 2
for their use. According to Mr. Mark J. Wetterhahn, Counsel for CG&E, "Once this is obtained, an application for a license to operate
.the system will be ^ filed -with the FCC." Mr. Wetterhahn further indicated ~
=the utility has engaged in' prior discussions with the FCC and does not anticipate a problem obtaining the frequencies needed.- After the-radio license is obtained, CG&E will purchase, install, and test the i N- equipment.

on June 30,.1983, with the' involved school systems to discuss the operation of the proposed radio system. ' Future meetings are being established with these schools to discuss the specifications of the
. proposed radio system and the modification of the existing school procedures. The meetings will also discuss the methods of assuring that sufficient available bus drivers and alternates are available and trained to respond to an emergency. Representatives of the intervenors l

they relate to the use' of the radio equipment, completed during the Fall of 1983.
No date has been established for a FEMA evaluation of proceedings to correct this condition until the utility completes their actions.
s As the utility indicated, the installation of - the radio equipment is projected 'for March 1984.
~4. A. Circle of Safety, Emergency Information Publication The publication,' " Circle of Safety", will be further revised to detail the services available at relocation centers and to depict evacuation routes.
f B. Status of Resolution The 1" Circle of Safety" is presently in the draf t stage having gone through several revisions. The State of Kentucky has approved the text and mapping information. The publication is to be written so that the reader with low reading skills can understand its contents.
Further, it is to include more specific information concerning relocation ,
centers, provide more evacuation information and is to include a special needs card for those handicapped people requiring special
~
assistance. The special needs card has been completed and is ready for inclusion into the " Circle.of Safety" publication. Relocation r
centers and evacuation route maps contained in the " Circle of Safety"
' have been revised as have those maps to be included in the next telephone
- - directory publication.
The utility reports that the publication of the " Circle of Safety",
' including all the desired revisions, will ba completed in time to distribute' copies to the populace in the EP. ;uring the Summer of 1984. FEMA Regions IV and V anticipate receiving a copy of the draf t before publication to enable a review of the contents prior to printing and. distribution. .It is anticipated that this review will occur sometime early Spring-1984 or before.
. 5. A. - Brown ' County Evacuation- Routes The focus of this condition was the previous evacuation procedures to route evacuees through the plume rather than away from the plume in Clermont County, Ohio. Initially, the Brown County evacuation routes were not shown to be compatible with those of Clermont County.
B. Status of Resolution
- Revisions to the evacuation routes are now shown on a single map depicting evacuation routes through Brown County. These revised maps will' appear in the plans, the " Circle of Safety", and a telephone directory yet to'be published. It will be evaluated on the basis of determining the feasibility of being an adequate evacuation route as well as its clear projection in the publication previously mentioned.
No evaluation projection date has been established based on the need for 76e utility lto complete publication.
