Dear President Reagan:
I feel that it is time to shut down construction of the Zimmer Nuclear Power Station, Moscow, Ohio.
I feel the utility consumers of Southern Ohio have already more than paid for the construction.
The continual press coverage and/or squabbles between contractors and the NRC are no more than " hype" designed to keep bleeding the consumers dry in terms of rate hikes.
This potential nuclear plant is NOT needed.
It is NOT wanted.
It is and was a white elephant from the first day ground was broken.
As a person who has participated in the construction of this plant, I know it has nothing, yet everything, wrong with it.
The time has come to shut Zimmer down.
- Now, I an asking my President and my Congressional representatives to consider this opinion.

Dear Mr. Arthur:
This will acknowledge receipt of your letter of July 20, 1982, to President Reagan regarding construction and operation of the Zimmer nuclear powerplant.
In view of this Department's nominal responsibility for the development of nuclear energy, your letter was forwarded to this office for consideration.
Our records indicate that the Zimmer installation had attained 97 percent of complete construction as of December 1981.
Fuel loading was planned for July 1982 and commercial operation was scheduled for November 1982. Based on this information, it appears that sale of the power to be produced later this year and thereafter would certainly begin the long-awaited operational phase needed to amortize construction costs and to provide a return on the substantial investment involved.
Experience elsewhere in the United States indicates that termination of construction activity on certain reactors at intermediate stages of construction has' resulted in further rate increases to cover termination charges and debt service, but without any power deliverable to the consumers, or available for local regional development in the future.
Since a substantial portion of your letter appears to ceal with matters falling within the purview of the Nuclear Regulatory Commission, I have taken the liberty of forwarding your letter to them for further consideration and appropriate response.
