Dear Sir,

In May 1979 the NRC staff completed its review of GA Technologies (formerly General Atanic Campany) topical report GLP.-5588, " Safety Analysis Report: Use of H-451' Graphite in Fort St. Vrain Fuel Elements." Upon ocupletion of its review, the staff determined that GLP-5588 may serve as an acceptable reference and the initial basis for allowing substitution of '

near-isotropic H-451 gra$ite fuel and reflector elements for the current J reference needle-coke H-327 graphite elements in Fort St. Vrain (Ref.1) . l In recent correspondence with Public Service nrnparty of Colorado (Ref.

2), the NRC staff requested additional information regarding use of H-451 graphite in Fort St. Vrain. In part, these questions were pranpted by the develognent of new models for irradiation-induced creep in graphite. 'Ibe staff requested that GLP-5588 be amended to contain this new information.

Accordingly, enclosed are fifty (50) copies of Amen & ment 1 to GLP-5588. 'Ihis amendment contains new information on irradiation-induced creep and irradiatiorr-induced dimensional change both in H-451 and in H-327 graphite. 'Ibe amendment is being subnitted by GA Technologies, as noted in PSC's response to the NRC request for additional information (Ref. 3), ,

because GLP-5588 is a GA topical report, the review of which was not part of the Port St. Vrain licensing docket.
