In accordance with the re.qtirements of 10 CFR 50.71(e) (4) , Commonwealth Edison submits Revision 10 to the Updated Tinal Safety Analysis Report (UFSAR) for the LaSalle County Station. Units 1 and 2 have a common FSAR and, therefore, this revision contains information for both units.

The UFSAR has been prepared in accordance with guidance approved by the May 9, 1980 Federal Register Notice 10 CFR 50.71(e) and Reference (a)

Consistent with that guidance, this UFSAR revision has been retained in the original FSAR's format or content to conform with the recommendations contsined in Regulatory Guide 1.70.

Commonwealth Edison has made every effort to identify all relevant information for this revision including modifications to the facility as described in the UFSAR that have been made since the last cubmittal (Reference (b)) In our judgement, the UFSAR accurately reflects the as-built condition of the plant as of October 17, 1993. All changes requiring NRC approval have been reviewed by the NRC (Reference (c)) and all others have safety evaluations on site to document the station's determination that prior approval was not required. Attachment A identifies the changes made under the provisions of 10 CFR 50.59 that were not previously submitted to the NRC, and provides a brief summary of these changes.

The following is a sammary of changes to the facility which are described in the Safety Analysis Report, made under the provisions of 10 CFR 50.59, not previously submitted to the NRC:

l UFSAR Volume V Chapter 6 - Engineered Safety Features Revision to Section 6.3.2.2.6 to revise the required net positive suction head (NPSH) of the emergency core cooling pumps. This affected on calculations associated with station blackout analysis.

UFSAR Volume VI Chapter 7 - Instrumentation and Controls Administrative change to Section 7.3.6.2 to reflect the as- '

built configuration of the facility. Modifications M01 90-001, M01-1-90-001, M01-1-90-002, and M01-2-90-002 included crankcase gauge additions to diesel generators (DGs) 0, lA, 1B, and 2B. This change clarifies that the gauges are for crankcase pressure indication (as opposed to crankcase vacuum).

UFSAR Volume VI Chapter 8 - Electric Power Revision to UFSAR Section 8.3, to reflect a trip delay time band of 0.1 to 4.0 seconds in the Reactor Protection System (RPS) Electrical Protection Assembly (EPA) Trip Delay Time Requirements. EPA overvoltage, undervoltage, and '

UFSAR Volume VII Chapter 9 - Auxiliary Systems Revision to UFSAR Section 9.5.4.4 to reflect Technical Specification amendments for Unit 1 and 2 associated with Diesel Generator fuel oil testing standards.

UFSAR Volume VIII Chapter 13 - Conduct of Operations Revision to UFSAR Chapter 13, Section 1 to reflect the relocation of the description of the station and corporate organizations to QA Topical Report CE-1-A, and its parent document, the Commonwealth Edison Company Quality Assurance Manual.

UFSAR Volume VIII Chapter 15 - Accident Analysis Section 15.9, " Loss of All Alternating Current Power (Station Bla ckout)", added to UFSAR to address station blackout.

UFSAR Volume IX Appendix H - Fire Hazards Analysis Update to UFSAR Appendix H, Section 3 Sections H.3.7.1, H.3.7.2, H.3.7.3 and H.3.8.2 (For fire zones 7A1, 7A2, 7A3 and BA2 respectively) of the UFSAR indicated that the floor slabs of these fire areas are three (3) hour rated except for an oversized exhaust stack penetration. These sections are revised to clarify that the exhaust stack penetrations are unrated because of their size. This is consistent with the wording currently indicated in UFSAR section H.3.8.1 (for fire zone 8A1).

UFSAR sections H.3.7.4, H.3.7.5, H.3.7.6, F.3.8.3 and H.3.8.4 (for fire zones 7B1, 7B2, 7B3, 881, and 882, l respectively) indicated that the ceiling of the rooms are j three (3) hour rated except for an oversized exhaust stack i penetration. These sections are revised to clarify that the l exhaust stack penetrations are unrated because of their size. This is consistent with the wording indicated in UFSAR section H.3.8.1 (for fire zone 8A1) . Additional 1Y, UFSAR sections H.3.7.4 (for fire zone 7B1) and H.3.8.3 (for fire zone 8B1) are being revised to indicate which fire zones are i located directly above them. I 1
