Nuclear Regulatory commission Attention Document control Desk Washington, DC 20555 Dear Sir Saxton Nuclear Facility Operating License No. DPR-4 Docket No. 50-146 Third Quarter 1990 Containment Vessel Sump Results on September 27, 1990, the third quarterly inspection of the year was cenducted at the Saxton Nuclear Experimental Corporation (SNEC) Facility. During this inspection, water was found present in the Containment Vessel (CV) sump and a sample was taken for radioisotopic analysis.

The results of the analysis were received on November 19, 1990 and indicated that the activity concentration of Sr-90 and Cs-137 exceeded the " Limits for Unrestricted Release" identified in 10CFR20, Appendix D, Table II, Column 2, and is reportable under Section 5.a.3 of the SNEC Technical Specification (TS).

Per the TS, the results of the analysis for the above isotopes were verbally reported to Mr. Tom Dragoun (NRC Region I) on November 20, 1990.

The attached Exhibit 1 identifies the reportable results of the SNEC CV sump water analysis for the third quarter of 1990.

It should be noted that the CV sump volume is 325 gallons and was filled with approximately 125 gallons of water.

The water _in the sump originates from condensation on the inside of the CV, and is a consequence of a breather pipe, installed during the initial decommiosioning, which permits the CV to breathe with changes in atmospheric 90120'70097 401127 , l PDR ADOCR' O'i.00014 6 i R PDC C3010027

temperatures. This water poses no threat to the environment or to the health i and safety of the public because there are no release paths to the external I environment from the CV sump. When appropriate, the water will be properly l disposed of, as it has been in the past.

We will continue to periodically monitor, remove and take the appropriate steps J
