Procedure and Criteria Document for New In-Structure Response Spectra GPU Nuclear provided its response to Supplement I to Generic Letter 87-02,

" Verification of Seismic Adequacy of Mechanical and Electrical Equipment in Operating Reactors, Unresolved Safety Issue (USI) A-46" in a letter dated September 21, 1992.

In the letter, we stated that GPU Nuclear intended to use either the licensing basis SSE response spectra provided in the TMI-1 FSAR or new in-structure response spectra developed as discussed in Section 4.2.4 of the GIP for resolution of USI A-46. We further stated that if we chose to develop new spectra, the' detailed procedures and criteria used to generate the spectra would be submitted to the Commission when they became available. We have generated new spectra and have decided to use only _these spectra for the resolution of USI A-46. GPU Nuclear is currently conducting the seismic walkdown review on some USI A-46 components using the new spectra. The attached report, " Conservative Design In-Structure Response Spectra for-Resolution of Unresolved Safety Issue A-46 for the Three Mile Island Nuclear Generating Station, Unit 1 (dated July 1993; Report No. 50097-R-001, Rev. 1),"

describes the procedures and criteria used.

The spectra were developed in accordance with the NRC Standard Review Plan and applicable Regulatory Guides and used the original design basis SSE ground response spectra presented in the THI-I FSAR as input. This constitutes technology as good or better than that used in post-1976 operating license plants with non-Housner-type ground response spectra. Therefore, we intend to use these as " conservative design" in-structure response spectra as described in Section 4.2.4 of the GIP.
