Three lille Island fluclear Generating Station Unit Availability L.

Cear Mr. Herbein:

{

f know that high availability of your operating units is a catter of vital f frportance to you. Your attention to availability and the excellent per - ,

forernce of your operating staff is evidenced by the fact that the Tli!-l ,

g ,_

availability record is the best of the B&W nuclear units. I AW%

y h y.:

i' High availability of the units we supply is also of vital importance to B&W. [

To this end, we announced a program aimed at iz;rnving the availability of  ;

, B&W operating units at the fluelear Cperating Experience Seminar in 1976. p Since then, we have been working with your staff to provide engineering '

service and improved equipment as one wy of icproving availability. We also underteck studies with COE and EPRI to identify and design availability E improvements. Additionally, we have been accu =ulating operating data to E track the performance of all B&W cperating units including TMI-1.  ;,

As another . step in support of efforts to achieve and maintain the most reliable -

performance frem the BSU fisS in TMI-1, we would appreciate an opportuntty to

" N17@. present to you and other merbers of your staff ret.ccr.er.dations for availability *

.i-' T *f..', T ,imprcvement. These rr.coc=endations are based on an assessment of TMI-1 r-

".T operating records, discussions with the plant staff, data frc:n the 00E and EPRI t studies, our experience with other B&W ftSS's and engineering and developrnent '

work we have perforced on more recent B*.'.! designs. I believe such a meeting l l

will contribute to achieving an even better availability record for THI-1. We l Intend to continue these assessments of T;i!-1 in the future and to extend this p.

effort to all of our operating nuclear customers. '

As a further measure to improve availability and coc=unications with the plant sites. S&W is implementing a program to assign full time resident engineers at '

each of our operating plants. with the total cost to be borne by S&W. Under I-this program, it is planned for Lee Rogers to continue his service at Tli! as ,

I the Resident Engineer. I h
