Dear Mr. Smith:
This it a request for an investigation of the criminality of employee (s)of tr.e NF.C which occurred sometime around August 24, 1984.
These actions were in regard to a document filed by Marjorie and Norman Aamodt of the above address with the NRC.
The document is entitled AAMODT MOTIONS FOR INVESTIGATION OF LICENSEE'S REPORTS OF RADIOACTIVE RELEASES DURING THE INITIAL DAYS OF THE TMI-2 ACCIDENT AND POSTPONEMENT OF RESTART DECISION PENDING' RESOLUTION OF THIS INVESTIGATION, hereafter "Aamodt Motions".
On or about August 24, 1904, Dr. William A. Mills, Ph.D.,
Chief, Health Effects Branch, Division of Radiation Programs and Earth Sciences, Office of Nuclear Regulatory Research sent a letter dated August 24, 1984 to Dr. Glyn Caldwell,.5124 Golfbrook Drive, Stone Mountain, GA 30088.
This letter indicates that the Aamodt Motions were enclosed with the lett.. and that a review of the Aamodt Motions was requested.
Som' time on or after December 13, 1984, the NRC sent e
Marjorie and Norman Aamodt a copy of a Commission Order, CLI-84-22, with a letter from Dr. Glyn Caldwell to Dr. William Mills attached. This letter stated that the copy of the Aamodt Motions sent.to Dr. Caldwell from Dr. Mills was missing pages 2, 4, 0, 9, 11,' Figure 1, Affidavits 2, 4, 7, 9 and

Dr. Caldwell states that'these deletions were

Marjorie and Norman Aamodt believe that the alterations of the Aamodt Motions were a deliberate act of the NRC to deceive Dr. Caldwell in his review.
It is for t.11s reason that the request to investigate this matter is being made."
The NRC Staff had previously filed objections to the position expressed in the Aamodt Motions sometime between July 1 and 31, 1984.
The matter concerning health effects in the Aarrodt Motions is one of great significance to the Restart Proceeding in the NRC Docket 50-289.
Marjorie and Norman Aamodt be)ieve that it is for that reason that the document was altered.
