Operating License No. DPR-50 Docket No. 50-289 0LA Steam Generator Tube Rupture Analysis.

Dear Ms. Weiss:

On April 23, 1985 I telephoned you to ascertain whether page 5 of the UCS handout to the Commission on April 18, 1985 constituted the UCS view of the requirements for a safety eval-untion of a steam generator tube rupture accident at TMI-1.

i You responded affirmatively, and I transmitted that information to GPU Nuclear.

You telephoned me later in the same day to provide what you described as a clarification'of item no. 1 to the UCS list of. analysis assumptions.

I once again transmitted that infor-mation to GPU Nuclear.

Mr. Clark's letter to the Commission of April 26, 1985 reflects the information you provided to me in those_two telephone conversations.

I was unaware, as was GPU Nuclear, that you were preparing a letter to me with any fur-ther insights on the UCS proposed analysis assumptions.

a paare.cas=,i=ctuomo Paoressionat compoaations Ellyn R. Weiss, Esquire May 3, 1985 Page 2 Consequently, your letter to me of April 26, 1985 was. received after Mr. Clark's letter of the same date had been sent to the Commission.

Today you telephoned to report to me the UCS view that Mr.

Clark's description of the UCS proposed assumptions is incon-sistent with your letter of April 26.

While I was unable to appreciate the differences from your explanation, I neverthe-less. requested GPU Nuclear to compare your letter and Mr.

Clark's for any inconsistency, particularly with respect to the assumed availability of safety equipment.

GPU Nuclear made the comparison and_ informed me, as I subsequently told you by tele-phone, that the two letters are consistent.

Because of the unfortunate confusion which you believe has resulted from our telephone conversations, I declined your sug-gestion to have Mr. Pollard discuss the matter further with me or GPU Nuclear staff.

I assume that if you feel it necessary to communicate yet further UCS views, you will do so in writ-ing.

Sincerely, Thomas A. Baxter TAB:jah cc:
