Response to I&E Inspection No. 81-10 (INC 81-10-01)

This letter is written in response to Reference (b) which indicates that one of our activities was not conducted in full compliance with Nuclear Regulatory requirements. This alleged item of noncompliance was noted as a result of a routine inspection conducted by your Mr. J.C. Jang during the period May 4-7, 1981.

Information is subm1~ted as follows in answer to alleged item of noncompliance contained ia the appendix to your letter.

Item: " Sections 6.2.A.6 and 6.2.A.7 of the Technical Specifications require that procedures be reviewed by the Plant Operation Review Committee and approved by the Plant Superintendent.

Contrary to the above, the license does not have written and approved vendor's procedures for Sr-89, Sr-90 and gross alpha analyses."

August 20, 1981 vERMONY YANKEE NUCLEAR POWER CORPORATION Page 2 Response: Vermont Yankee has been using the same vendor for approximately 8 years for the above mentioned analyses.

During that period routine quality assurance checks were performed to verify that the venuor could correctly perform the analysis. In addition to these, several cross-check samples were split between the NRC and Vermont Yankee. Vermont Yankee's split samples were successfully analyzed by the vendor. We believe that these checks have demonstrated the acceptability of the vendor's program. Nonetheless, Vermont Yankee has requested and received applicable procedures fron the vendor. Prior to their next use, these procedures iill be reviewed and approved in accordance with the Tech. Spec. 6.2.A and 6.5.C We hope this information will be satisfactory. Should additional information be required, please contact us.
