- File 0260/15525/15526 PRD-81/23, Final Report, Non-Qualified Diesel Generator Pump Motors AECM-81/156 On March 23, 1981, Mississippi Power & Light Company notified Mr. P. A.

Taylor, of your office, of a Potentially Reportable Deficiency (PRD) at the Grand Gulf Nuclear Station (GGNS) construction site. The deficiency concerns the non-qualified auxiliary motors used on the Standby Diesel Generator's Auxiliary Lube Oil Pump and Auxiliary Jacket Water Pump.

Our investigation has revealed that this deficiency is reportable under

10CFR50.55(e).

Since the motors in question have not been accepted by MP&L, this deficiency is not reportable under 10CFR21.

Our findings and corrective actions are summarized in the attached final report.

Attachment to AECM-81/156 Page 1 of 1 FINAL REPORT FOR PRD-81/23 I. Description of the Deficiency Delaval has furnished stock commercial grade A.C. motors as opposed to the Nuclear Grade Class IE motors required by our Architect / Engineer's contract with Delaval. Delaval has retracted the original data utilized in establishing that the Grand Gulf motors are " equivalent" to Class IE motors. This " equivalency" was to be used to qualify the motors supplied for the Grand Gulf Project. Due to the withdrawal of the

" equivalency" claim, the motors can no longer be considered qualified.

The system affected is the Standby Diesel Generator System (P75). This is applicable to both units.

The cause of the deficiency was the failure of the vendor to comply with Bechtel purchase order requirements for all of the A.C. electric motors in the Standby Diesel Generator System.

I II. Analysis of Safety Implications -

There is a potential safety impact in that the Standby Diesel Generator System (P-75) may not perform its intended safety function due to the failure of non-Q equipment (motors) installed in a Q system. Failure of the Standby Diesel Generators to perform their required safety function could compromise the safe operation of the plant as the generators provide standby emergency power required during safe shutdown of the plant. This deficiency would affect all electrical systeme supported by P-75 (Standby Diesel Generator System) during emergency operation.

Had this condition remained uncorrected, it could have affected the

- safety of the plant. Therefore, this deficiency is reportable under 10CFR50.55(e).

l l The motors in question have not been accepted by MP&L; therefore, this condition is not reportable under 10CFR21.

III. Corrective Actions Taken To ensure proper motors in support of plant startup and licensing schedules, our Architect / Engineer is in the process of procuring Class IE motors from a different vendor. The nonconforming motors will be replaced with motors from the Reliance Electric Company. The replacement motors will be fully qualified and documented as required by the Bechtel procurement document. .

Corrective actions taken, as described, will include replacement motors for Unit 1 and Unit 2.

All actions to procure replacement motors will be complete prior to the respective unit fuel load.
