Light Company (MP&L) letters referenced above. In the process of evaluating results from the Raychem splice inspections, concerns were identified regarding certain wiring in environmentally qualified actuators on air operated valves.

This letter is provided to document actions taken on this subject and the status of our evaluation of inspection results. The attached summary provides that information. As discussed in the attachment, actuator internal wiring whose qualification status was not readily established was replaced with fully qualified wiring prior to plant restart. A reportability determination of the "as-found" condition is in process and will be completed in ,lanuary 1987.

Your staff will be advised of the results of that determination at that time.

Attachment to AECM-86/0400 INSPECTION OF WIRING IN AIR OPERATED VALVE ACTUATORS 1

I. INTRODUCTION

1. During the first refueling outage at Grand Gulf Nuclear Station (GGNS), special environmental qualification inspections were conducted with regard to Raychem splices and Limitorque motor operators. Inspection findings, actions, and evaluation status were provided to the NRC in MP&L letters (AECM-86/0355, dated November 17, 1986 and AECM-86/0392, dated December 5, 1986).
2. As part of the Raychem inspection effort, random splice samples were removed from reworked splices. An engineering review of these samples revealed that the environmental qualification status of the wiring could not readily be established. The splice samples were removed from actuators associated with air operated valves (A0V). As a result of the discovery of this wiring, MP&L elected to perform further A0V actuator wiring inspections prior to plant restart. This letter documents that inspection, actions taken, and current evaluation status.

II. INSPECTION SCOPE /RESULTS

1. A review of GGNS environmental qualification documentation revealed 99 A0V actuators qualified to 10 CFR 50.49. The majority of these actuators were supplied by Bettis or Hiller.
2. The inspection scope included all 99 A0V actuators. This inspection focused only on actuator internal wiring and was performed in late November 1986.
3. :Any actuator internal wiring whose qualification status could not be readily established was replaced with fully qualified wiring for GGNS applications. Nineteen actuators required wiring replacement per this criteria. Inspections and replacement work were completed prior to plant restart and the commencement of startup testing.

III. REPORTABILITY

1. The removed wiring has been categorized and representative samples have been sent to an independent material analysis facility. That material analysis is currently underway. In a situation very similar to the Limitorque M0V operator wiring inspections, the material analysis will be used to make a final reportability determination regarding the "as-found" condition.
2. Based on current schedules a final reportability determination will be completed in January 1987. The NRC Region II staff will be advised of the results of the detennination at that time.
