Grand Gulf Nuclear Station Docket No. 50-416 License No. NPF-29 Special Report Number 99-001 Fire Detection Instrumentation Exceeds Allowed Out of Service Time GNRO-99/00052 Gentlemen:

The Grand Gulf Nuclear Station Technical Requirements Manual (TRM), Section 6.2.1 specifies a 14 days completion time for restoring the minimum number of fire detection instruinents to an operable status. Should the 14 days completion time be exceeded, the TRM further requires that a special report be prepared and submitted to the Commission. This special report is being submitted pursuant to Section 6.2.1, REQUIRED ACTION C.1 of the GGNS TRM since the minimum quantity of fire detection instruments was not satisfied and the 14-days COMPLETION TIME limit of REQUIRED ACTION B.2 was exceeded as discussed below.

Operation (LCO) 99-0475 was entered due to smoke detectors SP65N5031 and SP65N503K in the Health Physics (HP) Corridor on the 93 foot elevation of the control building (Smoke Detector Zone 1-3), failing to alarm during performance of routine channel functional testing. This proceduralized testing methodology is I performed semi-annually at GGNS to assess smoke detector operability. Upon a

detector failing to successfully pass this testing, it is generally station practice to , '

replace the failed detector rather than performing further intrusive investigation to /

determine the specific cause(s) of failures that are not readily apparent. <

i t The remaining smoke detectors in Smoke Detector Zone 1-3 were also declared inoperable on May 28,1999 and encompassed by TRM LCO 99-0475 due to the alarm function on the control room fire computer being deactivated. The applicable .

'TRM interim compensatory measure of establishing a roving hourly fire patrol was implemented for this zone. The failed detectors were replaced and satisfactorily j' passed the functional testing requirement acceptance criteria to demonstrate operability on July 8,1999. The remaining detectors in Smoke Detector Zone 1-3 l have also been restored to an operable status.

Smoke detector replacement is typically accomplished by maintenance personnel retrieving replacement detectors from plant stores, acquiring appropriate work authorization and installing the replacement detector (s) in the plant. In this instance however, the delay in replacement of the failed detectors was impacted when it was determined that smoke detector sensitivity testing, as recommended by the vendor l

was to be performed on all replacement detectors prior to installation in the plant. j

While attempting to perform this testing, the test equipment malfunctioned; thus i l preventing performance of this testing and consequently replacement of the failed detectors within the required time period. In the interim, an engineering review l was performed to evaluate installation of the two replacement detectors without sensitivity testing.
