2) AECM-80/199, 8/29/80 On April 24, 1980, Mississippi Power & Light Company noti-fied Mr. M. Hunt of your office of a Potentially Reportable De-ficiency (PRD) at the Grand Gulf Nuclear Station (GGNS) construc-tion site. The deficiency concerns the apparent failure of Texas Pipe Bending to supply pipe in accordance with design require-ments. Pipe supplied for Spool Q1G41G015-06 was Schedule 40.

The design drawings for the system in questior., Fuel Pool Cooling and Cleanup, require the use of Schedule 10 Pipe.

It has been determined that the heavier wall of this spool would not cause an overstressed condition on the pipe support system in any application at the GGNS. This deficiency, were it to have re ained uncorrected throughout the lifetime of the plant, would not have affected the safety of plant operations.

We have, therefore, concluded tha t this item is not reportable under either 10CFR50.55(e) or 10CFR21. Our final report of this matter is attached.

FINAL REPORT FOR PRD-80/22 l I. Description of the Deficiency i

l A Potentially Reportable Deficiency (PRD) regarding pipe supplied by Texas Pipe Bending, which did not meet design requirements, l was identified by the Constructor at the Grand Gulf Nuclear Station

[ (GGNS). Contrary to the design drawing for the Fuel Pool & Cleanup Gystem (System G41). Schedule 40 pipe was substituted for Schedule 10 pipe. The concern was that this deviation could affect the design adequacy of the piping supports.

II. Safety Implications l

l An analysis was performed on all piping applications using spools j supplied by Texas Pipe Bending where heavier walled pipe was used I without approval. The result of the evaluation was that the j heavier pipe would not adversely affect the safety of plant oper-ations at GGNS.

The increased wall thickness, from use of Schedule 40 pipe in

( lieu of Schedule 10 pipe, was found on only 150' PSIA stainless

! steel, nuclear class 3 bends. The change in wall thickness was l incorporated into a stress analysis for the piping system. The l results of this analysis showed the stresses to be within allowable l limits. No additional supports are required, and no changes to the j existing supports need to be made.

III. Correc:ive Actions Taken l The pipe supplier (Texas Pipe Bending) has been notified that all

l deviations from our specifications require our approval prior to implementation. The analysis revealed that no remedial corrective

! action is required on the existing installations using the heavier l walled pipe.
