File 0260/15525/15526 PRD-80/58, Interim Report, Incor-rectly Ordered Throttling Valve AECM-80/253 On September 12, 1980, Mississippi Power & Light Company noti-fled Mr. M. Hunt of your office of a Potentially Reportable Defi-ciency (PRD) at the Grand Gulf Nuclear Station (GGNS) construction site. The deficiency concerns incorrectly ordered throttling valves for the Residual Heat Removal (RHR) System.

We have determined that this matter is reportable under 10CFR 50.55(e). We are working with the constructor to investigate this matter for reportability under 10CFR21. Our Interim Report is at tached. We expect to complete our investigation and send you a

1. Description Valves for the Low Pressure Core Spray (LPCS) System and the Resi-dual Heat Removal (RHR) System were incorrectly purchased as shut-i off type valves. However, these valves must operate as throttling valves in order for them to perform their normal operational safety functions.

II. Proposed Resolution of the Deficiency Mississippi Power & Light Co=pany is working with the constructor to resolve this deficiency and to determine reportability under 10CFR21. The following steps are being taken in this investiga-tion:

1.__ Determine _whether the ordered valves can operate in the throt-tling mode to perform their intended safety functions;

2. Evaluate the effect of this condition on plant operations;
3. -Determine action to preclude recurrence; and
4. Implement corrective action.

Ill. Status of Proposed Resolution It .has been determined that valve Q1E21F012 in the LPCS System is not suitable for functioning as a throttling valve. Our in-vestigation revealed that extensive throttling of the valve could result in valve damage to the extent that the valve could not close. This condition would compromise the action of the LPCS System during a safe shutdown. For this reason, we have deter-t mined that this deficiency is reportable under 10CFR50.55(e).

Four other valves in the RHR System are being investigated to determine if they can function satisfactorily as throttling valves.

We have contacted the supplier and requested additional informa-tion to fully evaluate this condition. These actions are being tracked by Bechtel MCAR No. 99.
