Attachment Interim Report Concerning the Welding of the Main Steam Line Pipe Whip Restraints October 23, 1980 On September 26, 1980, Houston Lighting & Power Company notified your office pursuant to the requirements of 10CFR50.55(e) of a potentially reportable deficiency regarding code weld defects in the main steam line pipe whip restraints. Welding of these structural steel restraints was performed in accordance with the American Welding Society Code (AWS D.1.1-1977). This initial reporting was based on preliminary and general assessments of the conditions of forty-three units which had been delivered and stored at the site. This assessment was qualitative (accept / reject) in nature with ro specificity to the location, nature, size, shape, or significance of the alleged weld de-fects.

In order to accurately assess the conditions of the fabricated units of i the main steam line pipe whip restraints, a 100% visual re-inspection of

! all welds within the fabricated units has been scheduled. The re-inspect ~

ions will be performed by qualified Brown & Root Quality Control and/or Vendor Surveillance inspectors under the direction of Quality Engineering.

The objective of the re-inspection program is to confirm compliance with AWS 0.1.1-1977 code requirements. The program includes re-inspection of welds in the forty-three units stored at the site, the seventy-five units at an offsite painting shop, and the remaining units at the fabricator's facility awaiting release for shipment. Any weld defects identified during this re-inspection will be mapped on the detailed fabrication draw-ings showing the location, nature, size and shape of the defect.

Only after this 100% visual re-inspection can the significance of the problem be defined in order to determine the NRC reportability. The re- ,

inspection program is initially scheduled to examine those units with highest priority for field installation. At present all units are placed on " hold" until individually approved for further processing through the re-inspection program.
